Organizational Setting

FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides Technical Support for the sustainable development of their agricultural, fisheries and forestry sectors and to respond to cries. FAO in collaboration with the Government of Malawi and with support of multiple development partners is implementing a wide range of activities to improve livelihoods of small-scale farmers as well as assisting a more inclusive and sustainable development in the country. FAO Malawi is currently supporting the Government to strengthen community-based resilience in vulnerable rural areas, facilitate a more sustainable management of natural resources and supporting nutrition-sensitive Agriculture. Likewise, FAO provides and mobilizes technical assistance required by the country in areas related with agriculture production, agriculture economics and other areas relevant.

Reporting Lines

The Agribusiness and Value Chain Development Specialist will be under the overall leadership of the FAO Representative,the Assistant FAOR (Programme) and the day-to-day supervision of the Head of Technical Section and close collaboration with relevant officers in the Project Coordination Section and the relevant Lead Technical Officers (LTO) Technical Focus:

The Agribusiness and Value Chain Development Specialist shall be the focal point in FAO Malawi providing overall technical support on all aspects of agribusiness and value chain development related with management of FAOMW supported interventions in the area Tasks and responsibilities

The incumbent will work more specifically:
  • Provide leadership in the design, development and implementation of activities related to agribusiness and value chains development within FAO in Malawi;
  • Provide technical guidance in the design and facilitation of market and micro-finance linkages for farmer groups under various projects, in collaboration with various stakeholders, including Government and private sector actors;
  • Analyse technical and policy issues, strategies and programmes to support the development, competitiveness, inclusiveness and improved impacts of agribusiness, Food Systems and value chain development in developing regions;
  • Participate in developing and reviewing training materials, information materials, technical papers and guidelines related to agribusiness, value chain and food system development.
  • Contribute to the design of programmes and projects related to agribusiness, value chain development, Agricultural Economics, and agricultural and rural development; and as requested, provide technical support and/or backstopping to field projects;
  • Support collection, Analysis and dissemination of relevant data and information related to agricultural and development economics, agribusiness, food value chains and systems, including for example, trends and developments, approaches, impacts, lessons and good practices
  • Support Capacity Building activities regarding Business Development skills, including identification of Capacity Development needs of farmer groups, agriculture cooperatives and private sector through mobilizing support from government departments and relevant stakeholders;
  • Provide guidance to FAO project teams to support farmer groups who are oriented towards farming as a business; providing practical tools to ensure the recognition of and support for women and youth farmers as a key and underserved target group in agribusiness;
  • Backstop agribusiness related interventions in full coordination with FAO sections and field teams, in constant coordination with the Ministry of Agriculture and other relevant stakeholders.;
  • Develop and review work plans, budgets and procurement plans, working hand in hand with coordination officers and District teams;
  • Represent FAO in relevant technical working groups, forums and meetings.
  • Provide technical advice and guidance on technical specifications, evaluation and clearance to facilitate procurement of services, when required.
  • Facilitate the documentation and sharing of lessons learned and good practices contributing to enhanced livelihoods in general.
  • Gather, synthesise and disseminate key information relating to quality assurance of the good agribusiness practices.
  • Perform any other duties as may be required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • An advance degree (Master) in Agricultural Economics, Agribusiness or related field.
  • At least 5 years working experience working on programmes supporting agriculture and agribusiness among smallholder farmers and farmer groups in Malawi.
  • National of Malawi.

Technical/Functional Skills

  • Experience in project development and capacity development within the Agriculture Sector. Experience working in both public and private sector would be an asset.
