Job Description

OBJECTIVE OF THE OFFICE/DEPARTMENT This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO) The Noncommunicable Diseases and Mental Health (NMH) Department promotes, coordinates, and implements technical cooperation activities, directed at the prevention and control of non-Communicable Diseases and related risk factors, mental, neurological and substance abuse disorders and disabilities, and promotion of optimal nutrition and road safety, that are evidence-based and appropriate for the political and sociocultural context in which they are implemented. It raises political and public awareness and understanding of the burden of the most common noncommunicable diseases (NCDs) and mental disorders, related risk factors and conditions and leads multi-sector and multi-stakeholder strategic and collaborative efforts aimed at strengthening Member States' capacity to promote and protect health through public policies, programs, and services. This will reduce risks and disease burden and contribute to improving the physical, mental, and social well-being of the population.

DESCRIPTION OF DUTIES Under the general supervision of the Director, Noncommunicable Diseases and Mental Health (NMH), and the direct supervision of the PAHO/WHO Representative, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
  1. Provide technical and strategic input on the implementation of the Plan of Action for the Prevention and Control of Noncommunicable Diseases in the Americas at the national level, with a focus on risk factor reduction, NCD management, surveillance and monitoring;
  2. Collaborate on the development of interventions to scale up the prevention, control, diagnosis and clinical management of NCDs, with emphasis on primary and secondary prevention;
  3. Provide technical input to strengthen surveillance measures to ensure country capacity to report on global and regional NCD targets and indicators;
  4. Promote inter-programmatic and intersectoral Coordination and synergies at the country level and in collaboration with the subregional level for NCD prevention and control, and to ensure greater effectiveness and utilization of organizational resources; promote and support the development of relevant networks, alliances, and multi-stakeholder partnerships needed to successfully address NCDs, risk factors and determinants including the problems of mental health;
  5. Collect, analyze, synthesize and disseminate scientific and evidence-based information related to the NCD situation, and facilitate the use of this information in planning and evaluation of subregional and national NCD programs, leading to progress with tackling NCDs as well as raising the visibility of the work of the Organization;
  6. Provide technical cooperation in Nutrition to prevent obesity in children and adolescents in line with the Plan of Action for the Prevention of Obesity in Children and Adolescents, as well as reduce stunting and undernutrition in infants and young children, and maternal anemia in coordination with the NMH Department nutrition advisors;
  7. Provide technical cooperation in Mental Health and Substance Use disorders, including alcohol use, to reduce related morbidity and mortality, promote the integration of MH into primary health care settings and support the development of interventions to reduce the treatment gap, as well the public health approach to substance use as outlined in the Plan of Action on Psychoactive Substance Use and Public Health;
  8. Provide technical cooperation in the program areas of road safety, and prevention of violence and injuries, in line with the Strategy and Plan of Action on Strengthening the Health System to Address Violence against Women, the Plan of Action on Road Safety and the mandates set out in the Sustainable Development Goals;
  9. Contribute to resource mobilization to extend the scope of technical cooperation for NCDs, by preparing project proposals for the appropriate national, bilateral and international funding agencies; collaborating in the implementation, monitoring and reporting of such projects;
  10. Develop and lead initiatives that will increase capacities and skills of primary level care providers on evidence-based interventions for NCD management, including interventions to address mental health and substance use, road safety and violence prevention;
  11. Collaborate in the preparation, implementation, monitoring and evaluation of the Organization’s Strategic plan, emphasizing activities under the program area for NCDs, with focus on prevention and control;
  12. Represent the Organization at national technical meetings and in inter-agency consultations on areas of NCD prevention and control;
  13. Contribute to the development, definition and establishment of the objectives, strategy, plan and budget for NCDs. Ensure an Organization-wide approach and strategies and objectives that are aligned with the Organization’s mission, vision, values, policies, strategies, business needs and priorities, in order to maximize results;
  14. Participate in the preparation of the Unit’s Biennial Work Plan (BWP), budget and technical evaluation and progress reports;
  15. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
  16. Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS Education: Essential: A university degree in a health-related discipline and a master’s degree in epidemiology, public health or any other field related to the functions of the post, from a recognized institution.

Desirable: A PhD in a relevant area would be an asset.

Experience: Essential: Nine years of combined national and international experience working in noncommunicable Disease Prevention and control, including surveillance and monitoring. Practical experience in the provision of technical cooperation to authorities in Ministries of Health for noncommunicable disease prevention and control.

Languages: Very good knowledge of Spanish or English with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills: Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs for data Analysis programs such as EpiInfo would be an asset.

REMUNERATION Annual Salary: (Net of taxes) US$ 74,913.00 post adjustment Post Adjustment: 26.3% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
