Job Description

OBJECTIVE OF THE OFFICE/DEPARTMENT This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO) The PAHO Subregional Program for the Caribbean (CRB) is responsible for the strategic positioning of health within the highest political organs of the Subregional Integration Mechanisms; for providing subregional technical cooperation to advance the public health agenda within the Caribbean Subregion; and for building synergistic partnerships with the subregional institutions. PAHO’s subregional technical cooperation specifically focuses on public health issues which would benefit from economies of scale and for which agreement on proposed collective responses and actions would produce a far greater impact rather than individual country responses. The Subregional Program also plays a role in coordinating technical cooperation among the different PAHO country offices.

DESCRIPTION OF DUTIES Under the direct supervision of the Caribbean Subregional Program Coordinator (SPC-CRB) and the technical guidance of the Unit Chief, Climate Change and Environmental Determinants of Health (CDE/CE), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
  1. Provide advice, guidance and technical cooperation expertise for the strengthening of subregional institutions involved in environmental public health, including the planning and development of institutional capacity, training curricula, human resources, the research and development of concepts and technologies, networking with peer institutions and the Coordination of technical cooperation activities with other national and international agencies;
  2. Provide leadership and guide the development of strategies to strengthen the Health Sector’s role on water, sanitation and public health in the Caribbean subregion, by promoting this role through existing global, regional and subregional networks; provide technical cooperation in the design and implementation of water and sanitation safety plans, as well as relevant monitoring and evaluation of initiatives;
  3. Support the implementation of the environmental public health strategic objectives of the Caribbean Cooperation in Health Initiative and participate in the assessment and development of the environmental public health component;
  4. Maintain close relations and promote partnerships with all health emergency related subregional and international actors, such as the Caribbean Community (CARICOM), Caribbean Disaster Emergency Management Agency (CDEMA), the International Federation of the Red Cross and Red Crescents (IFRC), Ministries of Health and Agriculture, particularly veterinary administrations, national and international NGOs, UN organizations, donors and other institutions based in the Caribbean;
  5. Advise and collaborate in the planning, development and monitoring of plans, programs and projects related to the implementation of environmental public health components;
  6. Provide leadership and take initiative to mobilize resources and collaborate in the development of strategies to strengthen the Health Sector's role in water, sanitation and public health in the Caribbean subregion, by promoting this role through existing global, regional and subregional networks, including collaboration with Caribbean Public Health Agency (CARPHA), WHO Collaborating Centers, UN Agencies, Inter-American Development Bank (IaDB), Caribbean Development Bank (CDB), Global Water partnership (GWP) and the Caribbean Water and Wastewater Association (CWWA), Caribbean Water and Sewerage Association (CAWASA) and the Caribbean Water Operators Partnership (CariWOP);
  7. Provide leadership and take initiative to mobilize resources and collaborate in the development of strategies and programs to strengthen the environmental public health departments, including performance assessments and quality and accessibility environmental public health teaching curricula, in coordination with the PWRs in the Caribbean subregion;
  8. Provide technical leadership and support for the rapid assessment of health-related needs and the coordination of an appropriate international health response in the subregion in cases of emergencies and disasters, in close collaboration with the Regional Office. Serve as a member of the Regional Health Disaster Response Team, and support the Incident Manager in case of a graded emergency;
  9. Develop subregional strategies and approaches in support of:
    1. the achievement of the 2030 Agenda for Sustainable Development;
    2. planning, development and monitoring plans, programs and projects related to water, sanitation and Solid Waste Management;
    3. establishment of programs related to the regulation and control of toxic substances and Hazardous Waste that present risks to health, including those produced in hospitals and other health care facilities;
    4. planning, development and monitoring plans, programs and projects related to coastal and recreational bathing water quality;
  10. Promote and advise national authorities on the evaluation and solutions of environmental pollution problems due to urbanization, industrialization and agricultural activities with special attention to biological and chemical pollution, as well as in the formulation of plans and programs for their prevention and control in coordination with the PWRs in the Caribbean subregion;
  11. Promote, assist and coordinate programs with public and private organizations responsible for worker’s health, such as Ministry of Health, Ministry of Labor, universities and nongovernmental agencies, to determine occupational risks, including those of agricultural activities related to pesticides, and to foster the extension of occupational health services to un-served populations, in coordination with the PWRs in the Caribbean subregion;
  12. Provide technical assistance to water and sanitation related aspects in post disaster and emergency situations and emergency response, in coordination with the PWRs in the Caribbean subregion;
  13. Collaborate in the preparation of the Biennial Work Plan (BWP) and the execution of international cooperation projects, including the Analysis of political, technical and socioeconomic issues and performance assessments;
  14. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
  15. Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS Education: Essential: A university degree in an engineering or environmental science or a public health-related profession, and a master’s degree in public health, environmental health or in any other field related to the functions of the position, from an accredited institution.

Experience: Essential: Nine (9) years of combined national and international progressively more responsible experience in technical cooperation institutions concerned with public health management or evaluation of environmental public health including water and sanitation programs.

  • Demonstrated knowledge and skills in the formulation of project for funding institutions.

  • Strong public health and strategic thinking background showing resourcefulness, initiative, leadership qualities, skills to deal with difficult situations and sensitive areas.
  • Strong professional oral and writing skills, including the development of funding proposals, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.
Languages: Very good knowledge of English with a working knowledge of either Spanish or French.

IT Skills: Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.

REMUNERATION Annual Salary: (Net of taxes) US $ 74,913.00 post adjustment Post Adjustment: 56.6% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
