Job Description

OBJECTIVE OF THE OFFICE/DEPARTMENT This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO) The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) is to increase Health Sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector’s capacities in prevention, risk reduction, preparedness, surveillance, response, and Early Recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radiological and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response Policy.

DESCRIPTION OF DUTIES Under the general guidance of the Unit Chief, Infectious Hazards Management (PHE/IHM), and the direct supervision of the Advisor, Epidemic-prone Diseases Epidemiology (PHE/IHM), the incumbent is responsible for, but not necessarily limited to, the following assigned duties: a) Provide technical, managerial and policy advice for the development and update of regional guidelines for Covid-19 contact tracing and quarantine; b) Consult and collaborate with international and country experts on best practices for early detection, cluster investigation and active case-finding of COVID-19 suspect cases/clusters and develop related guidelines and evidence briefs; c) Provide technical guidance and support national and subnational efforts to Design, implement, evaluate and optimize COVID-19 contact tracing strategies; d) Establish a regional system to monitor on a weekly basis the performance of national COVID-19 early detection, surveillance and contact tracing activities and to provide timely feedback to countries; e) Direct the management of the regional COVID-19 line list and the optimization of the flow of nominal COVID-19 surveillance data among the national, regional and global levels; f) Formulate and recommend policies and strategies to countries for strengthening surveillance and contact tracing for COVID-19; coordinate the development, implementation and Analysis of such strategies; g) Advise and contribute to the analysis of information produced by contact tracing activities and support the development of systems for the early detection and investigation of COVID-19 cases; h) Provide assistance to countries in implementing and maintaining their COVID-19 field investigation, surveillance and contact tracing activities; i) Provide technical advice for inter-programmatic Coordination with other technical department in the development and implementation of COVID-19 surveillance, field investigation and contact tracing activities; j) Disseminate and provide training to country counterparts on guidelines and best practices in COVID-19 early detection, surveillance and contact tracing; k) Organize trainings and support the national implementation related to novel tools for COVID-19 contact tracing, included the adoption of GOARN’s Go.Data; l) Support the integration of COVID-19 surveillance into ongoing sentinel surveillance for severe acute respiratory infections and influenza-like illnesses; m) Organize and participate in action reviews and simulation exercises at country level related to COVID-19 and pandemic influenza preparedness; n) Advise in the development of COVID-19 innovative training in national institutions to transfer technology to national personnel on methods and techniques in contact tracing and field investigation; o) Prepare regular and ad-hoc progress and scientific/evidence based reports based on the contact tracing activities being implemented in the region; p) Collaborate with other projects in the Department to achieve efficient implementation of activities, systematic utilization of resources and comprehensive development of study, research and analytical capacities required for effective COVID-19 control; q) Serve as the regional focal point for COVID-19 contact tracing; r) Contribute to briefings with internal and external partners; Promote coordination and collaboration between the Organization and other international and national scientific or professional groups involved in COVID-19 surveillance and contact tracing; s) Participate in the Organization’s COVID-19 Incident Management System; t) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities; u) Perform other related responsibilities as assigned, including replacing and backstopping for PHE/IHM personnel.

REQUIRED QUALIFICATIONS Education: Essential: A bachelor’s degree in a health-related discipline, biology or statistics, and a master’s degree in epidemiology, public health, or in a field related to the functions of the post, from a recognized university.

Desirable: A Doctoral degree in medicine, veterinary medicine, nursing, public health, epidemiology, or related field from a recognized university, and/or a field epidemiology training program would be an asset.

Experience: Essential: Nine years of combined national and international experience in the planning, management and evaluation of public health surveillance systems and of prevention/control programs for epidemic-prone diseases.

Desirable: Field experience in the response to outbreaks in low and middle-income countries. Knowledge and experience with GOARN Go.Data app would be an asset.

Languages: Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills: Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as statistical packages and Data Visualization tools are desirable.

REMUNERATION Monthly Salary: (Net of taxes) US$6,242.75 (Salary non-negotiable) Post Adjustment: US$3,096.40 This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
