In the event that the staff appointed to a new category (i.e. from AS to NS, or from NS to IS) is rated at 2 or lower in the first two performance reviews after appointment at the new level, they will return to the level occupied immediately prior to their appointment in the new category.

This is a senior staff fixed-term appointment for a period of 3 years. This vacancy is open to internal and external applicants.

If the selected candidate is an external hire, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.

The same terms and conditions also apply to a selected internal candidate. In addition, if the staff selected has a regular appointment, staff will retain the regular appointment and his/her selection will be considered an assignment for an initial fixed period of 3 years. If the staff selected has a fixed term appointment, his/her appointment will cease, and he/she will be given a new fixed term appointment for an initial term of 3 years.

Fixed-term appointments or assignments are subject to Section 3 of Administrative Order (AO) 2.01 (Recruitment and Appointment) and Section 8 of AO 2.03 (Selection, Talent and Position Management) and its Appendices.

Whether the selected candidate is internal or external, and regardless of the type of appointment, any extension of staff beyond age 60 shall be subject to such terms and conditions determined by ADB, including, where relevant, those provided in Section 10 of AO 2.05 (Termination Policy) and its Appendices.

The position is assigned in the Office of the Chief Economist and Director General (EROD) within the Economic Research and Regional Cooperation Department (ERCD). The ERCD, led by the Bank's Chief Economist and Director General, is supporting the Bank's mission through providing macroeconomic forecasts, producing statistical databases, undertaking country diagnostic studies and other analytical work, and fostering regional cooperation and integration.

Job Purpose

In line with Strategy 2030 of the Asian Development Bank (ADB), the Advisor, EROD will help foster regional cooperation and integration, particularly financial sector cooperation; strengthening the financial sector, especially Capital Markets, of developing member countries (DMCs); strengthening ADB's role as knowledge provider; strengthening the institutional capacity of DMCs; and promoting knowledge across the institution. Taking a leadership role within the Financial Cooperation and Integration (FCI) team, the position encompasses work with complex issues and guiding others in resolving complex problems with high levels of risk. The incumbent will report to the Chief Economist and Director General, and works closely with the Deputy Chief Economist. The incumbent will supervise International Staff, National Staff, and Administrative Staff.

Responsibilities

Leadership and Strategic Management

  • Lead the FCI team in ERCD to strengthen cooperation in the financial sector, support developing regional bond markets, facilitate common frameworks in financial regulations and supervision, and promote measures to harmonize cross-border financial transactions, particularly through collaboration with ASEAN+3 Asian Bond Markets Initiative.
  • Promote regional financial and economic stability, support common approaches by DMCs through regional dialogue and collaboration.
  • Enhance ADB's role as a knowledge provider, working closely with DMCs to identify their needs for financial sector development and produce relevant knowledge products and services.
  • Strengthen the institutional capacity of DMCs, work with government and central bank officials to enhance their ability to address financial sector issues, and facilitate cooperation on financial sector development among countries within the region and beyond.
  • Promote knowledge across the institution, and closely work with relevant sector and thematic groups.
  • Provide inputs in the preparation and implementation of the FCI team's work plan in close Coordination with Government counterparts, other ERCD divisions, and other Headquarters (HQ) departments and offices.
Project Management

  • Lead the preparation and implementation of Technical Assistance (TAs) to advance financial sector development and support financial cooperation and integration initiatives of ASEAN, ASEAN+3, and APEC.
  • Closely coordinate with relevant regional departments in implementation of Capacity Building and regional financial cooperation and integration initiatives.
Knowledge Sharing

  • Participate in and support financial sector programs and projects of RDs on financial sector development, particularly on financial and capital market development and integration.
  • Develop knowledge products and services on financial sector to meet DMCs needs.
  • Closely work with sector and thematic groups to develop the knowledge products.
Regional Cooperation

  • Support various activities under ADB-supported financial and regional/sub-regional economic cooperation programs.
  • Prepare studies to advance the objective of local currency bond market development.
  • Provide inputs for the ASEAN and ASEAN+3 Finance Ministers processes and associated meetings.
Staff Supervision

  • Create and lead multi-disciplinary teams and ensure the overall quality of their works.
  • Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development.
Qualifications Relevant Experience & Requirements

  • Master's Degree, or equivalent in Economics, Finance, or other related fields. A University degree in Economics or Finance, combined with specialized experience in similar organization/s, may be considered in lieu of Master's degree.
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 15 years of relevant professional experience, including demonstrated experience with financial sector development
  • Demonstrated experience in managing high-level negotiations with Governments
  • Proven interpersonal, cross-cultural and negotiating skills, with ability to effectively liaise with senior staff, Management, and senior government officials
  • Proven management and leadership qualities
  • Excellent oral and written communication skills in English
