Job Overview:
The Administrative and Financial Assistant will play a crucial role in supporting the implementation of the Capacity Development for Education (CapED) program in Madagascar. This position is integral to ensuring that the program's administrative and financial activities are executed efficiently and effectively. The assistant will work closely with the National Project Associate and other stakeholders to facilitate the smooth operation of the program. The role requires a proactive approach to managing Financial Resources, coordinating administrative tasks, and ensuring compliance with UNESCO's regulations. The assistant will also contribute to the development of project proposals and assist in the planning and execution of program activities, ensuring that they align with the goals of the CapED initiative and the broader objectives of UNESCO.
Duties and Responsibilities:
The Administrative and Financial Assistant will be responsible for a variety of tasks, including but not limited to: providing financial support for the implementation of the CapED program, assisting in the writing and transcription of new project proposals, advising on programming and planning activities, analyzing financial proposals from service providers, updating the CapED work plan, ensuring compliance with UNESCO's financial procedures, coordinating the development and monitoring of contracts, maintaining supplier contact information, archiving technical and financial documents, assisting in logistical arrangements for missions and events, and participating in financial and administrative management meetings. The assistant will also be expected to contribute to any urgent tasks related to financial and administrative follow-up as requested by their supervisor.
Required Qualifications:
Candidates must possess a secondary, technical, or vocational education. A minimum of 8 years of relevant professional experience in administrative and Financial Assistance within a project context, preferably in the education sector, is required. Candidates should demonstrate personal involvement in providing support for financial and administrative activities, strong communication skills, the ability to work under pressure and meet deadlines, and proficiency in Financial Management software such as SAP or similar systems.
Educational Background:
The minimum educational requirement for this position is a secondary, technical, or vocational education. A higher university degree (Bachelor's or equivalent) is considered an asset and may enhance a candidate's application.
Experience:
Candidates should have at least 8 years of relevant professional experience in administrative and financial assistance, particularly in the context of education projects. Experience working within the United Nations system is desirable and would be viewed favorably during the selection process.
Languages:
Fluency in French, both written and spoken, is mandatory for this position. A good command of English is considered an asset and may be beneficial for candidates in the selection process.

This position is a project appointment with a duration of 1 year, and it is open to both internal and external candidates. The approximate annual starting salary for this post is 28,376,000 MGA.
