Job Description

Secours Islamique France (SIF) was created in 1991, and has developed international programs in order to alleviate the suffering of the most vulnerable populations in France and around the world. SIF acts wherever humanitarian and social needs require mobilization of emergency relief and implementation of development programs. SIF strictly follows the humanitarian principles of neutrality, independence, and impartiality while implementing programs. SIF respects cultural diversity and provides humanitarian assistance to all people in need, regardless of origin, political or religious affiliation, gender or belief.

Since 2012, SIF is an active partner in Lebanon, which face a lot of internal difficulties and is also a host country for the Palestinian and Syrian communities. Many activities in the area of food Security, livelihoods and child protection are held. In 2021, our mission will keep going in those areas. The ongoing projects are :
  • Food Sec & Livelihoods project (co-financed by the WFP), food vouchers ; Agriculture support allowing economic empowerment.
  • House rehabilitation and food distribution project, supporting the population weakened by Beirut explosion of 2020.
  • Child protection project, supporting education and protection systems, in particular to refugees and orphan children via recreational, educational, psychosocial and integration activities.
SECOURS ISLAMIQUE FRANCE is recruiting an Administrative Coordinator based in Beirut with frequent travel within the country**. The Administration Coordinator** is an expert in administrative and/or financial and/or human resources management and will be in charge of the support team.

MISSION

Being a member of the Coordination Team, he/she will:
  • Implement SIF’s specific administrative, financial and human resources rules and procedures in the mission;
  • Ensure SIF missions is compliant with laws, national regulations and contractual obligations;
  • Coordinate, plans and follows up on activities linked to the Administration, Finance and Human Resources;
  • Contribute to the elaboration of the mission’s operational strategy.
MAIN RESPONSABILITIES

Operational strategy & Coordination

  • Context Analysis and its evolution, elaboration of problem trees and proposed solutions, needs assessments analysis, proposal of new actions, budgeting and HR dimensioning;
  • To participate in the analysis and proposal of solutions for all decisions impacting the mission in general;
Accountability management

  • To ensure the accounting, the bank book-keeping, checking and bank reconciliations;
  • Invoices control, according to the SIF procedures;
  • To control and validate the monthly accountancy package and send it to the HQ;
  • To ensure that SIF is compliant with the national taxation system.
Cash flow

  • To define and update the conservation and cash flow procedures (Cash Management);
  • To validate the Banking establishment choice, ensure their solvency and reliability;
  • To authorize the payment of mission’s expenditures according to the SIF procedures.
Budgetary and financial management

  • To elaborate and validate the project budgets and to prepare the mission’s annual budget and sensitize Coordinators on the impact of these risks.
HR management

  • To supervise the management and follow-up of the welfare benefits received;
  • To follow the working time (days off, time off and overtime), ensure the rules respect and alert Managers if necessary;
  • To supervise the staff recruitment;
  • To participate in the elaboration of the national training plan and supervise its implementation;
  • To ensure the implementation of individual evaluation interviews of the staff;
  • To conduct disciplinary procedures and follow-up of the disputes on the base with the validation of the Head of Mission and HQ;
  • To manage the administrative teams: briefing, planning, follow-up, management, performance interview, technical capacity buildings, etc.;
Security

  • To implement the security policy in cooperation with the Head of Mission;
  • To participate in the evaluation of the general security, the procedures definition and updating;
  • To participate in the security data collection, their analysis and the dissemination of alerts or important data (to the HQ and/or his team);
Reporting

  • To elaborate monthly administration, financial and HR reports for the Head of Mission;
  • To propose improvements to the intern reports formats.
  • Relevant Master’s level qualification or similar academic achievement.
  • At least 3 years of experience as Administrative Coordinator in similar contexts.
  • Knowledge of and experience in administration, procurement, HR and security.
  • Fluency in spoken and written English; French & Arabic are desirable.
  • Confident and proficient in the use of MS Office, especially Word and Excel, and SAGA.
  • Substantial experience of strategic thinking, including identifying, analyzing, Problem Solving and responding to opportunities and challenges and the ability to translate these into practical plans of action.
  • Strong leadership skills and a supportive management style (experience managing national and expatriate staff).
WORKING CONDITIONS:
  • Starting date : As soon as possible
  • French fixed term contract : 6 months
  • Remuneration according to our salary grid
