Under the overall guidance of the mission Chief of Mission and direct supervision of the Resource Management Officer, the successful candidate is responsible for providing support to the resource Management Unit of the IOM mission in the Philippines.

Core Functions / Responsibilities:

  • Review Requests for Payment performing verification in accordance with the Three Way Match principle, ensuring that supporting documentation is attached, and checking the correctness of GL and WBS codes.
  • Route the RFPs for approval of the relevant authority.
  • Enter accounting transactions in accordance with approved Requests for Payment (RFP).
  • Upload accounting documentation to IOM’s e-filing platform.
  • Perform clearing of vendor and general ledger accounts, including assisting with liquidations of advances.
  • Ensure proper and systematic completion of all posted payments and other accounting documents according to the established standards.
  • Assist in following up with necessary actions as per periodic checklist reviews.
  • Maintain monitoring file of the approved RFPs for Treasury Services.
  • Collect monthly cash certificates from Cashiers and submit to MAC-AP.
  • Perform Bank Reconciliations as required.
  • Submit Requests for Addition to and Deduction from Salary to the Payroll Unit.
  • Perform other related duties as directed.
Required Qualifications and Experience


  • University degree in Accounting, Finance, Business Administration, Commerce, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • Completed High School degree in the above fields with four years of relevant professional experience.

  • Knowledge of relevant accounting procedures, preferably IOM’s Financial Management Rules and Procedures.
  • Knowledge of processing Travel Expense Claims, preferably in accordance with IOM Instruction #6 (IN6).**

  • Experience operating SAP accounting software, preferably IOM’s PRISM.
  • Computer literacy including proficiency in MS Office applications.
  • Knowledge of financial rules and regulations.

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
