Job Overview:
The Supply Chain Officer position is crucial for ensuring the effective management of supply chain activities within the Country Office (CO). The officer will work under the supervision of the Chief of Mission (CoM) or Head of Office (HoO) and will directly report to the Resources Management Officer (RMO). This role involves close collaboration with the Regional Office for Middle East and North Africa (MENA) in Egypt and coordination with the Supply Chain Division at Headquarters (HQ). The primary responsibility of the Supply Chain Officer is to oversee supply chain activities, ensuring that quality goods and services are delivered to beneficiaries at optimal prices and in a timely manner. The officer will contribute to strategic planning, conduct logistics capacity assessments, and market research, and coordinate all supply chain management tasks, including procurement, warehouse management, and logistics information management. The role also includes identifying bottlenecks in the supply chain and proposing optimizations to improve efficiency and service delivery.

Duties and Responsibilities:

• Contribute to the strategic planning for supply chain-related activities of the Country Office in collaboration with internal and external stakeholders.
• Conduct logistics capacity assessments and market research to inform decision-makers about local market trends.
• Coordinate and monitor all supply chain management tasks, including planning, budgeting, and provision of goods and services.
• Manage supply chain activities, including procurement, warehouse management, transport, and distribution.
• Identify supply chain bottlenecks and propose process optimizations.
• Review procurement requests, identify service providers, and evaluate vendor performance.
• Solicit bids and oversee the bidding process, ensuring compliance with procurement rules.
• Liaise with program management to provide technical support for tendering processes.
• Ensure timely submission of asset and procurement reports. 1
• Establish and manage internal control mechanisms for supply chain processes. 1
• Support maintenance and repair of office facilities. 1
• Provide training and guidance to SCM staff. 1
• Participate in UN inter-agency meetings related to supply chain management. 1
• Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Candidates should have extensive knowledge of IOM/UN internal procurement and financial rules, as well as proficiency in Oracle systems. Excellent computer literacy is also required.

Educational Background:
The educational background required for this position includes a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields is acceptable, provided the candidate has four years of relevant professional experience. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have experience in managing diverse procurement and logistics operations. Demonstrated experience in training and supervising teams, as well as managing vendors and suppliers, is essential for this role. The ideal candidate will have a proven track record of effectively overseeing supply chain activities and ensuring compliance with organizational standards.

Languages:
Fluency in English and French is required for this position, both oral and written. Additionally, working knowledge of another official UN language, such as Arabic, Chinese, Russian, or Spanish, is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

This vacancy is exclusively open to current and former IOM staff members who were separated in the last 12 months due to the structural adjustment process.
