Job Overview:
The consultant will play a crucial role in the implementation of a four-year program aimed at transforming Technical and Vocational Education and Training (TVET) in Jordan. This program, supported by UNESCO and Global Affairs Canada, seeks to enhance the TVET system's responsiveness to labor market needs, reduce youth unemployment, and tackle gender disparities. The consultant's primary objective will be to design and facilitate stakeholder consultations with private sector actors to co-create evidence-based, gender-sensitive key messages that will inform a national awareness campaign promoting TVET and strengthening employer engagement. This involves engaging with various stakeholders, including industry leaders, HR professionals, and business associations, to gather insights and develop a comprehensive messaging framework that resonates with the target audience.

Duties and Responsibilities:
The consultant will be responsible for several key tasks:
  • Develop a detailed inception report outlining the methodology for stakeholder mapping and engagement, consultation design, and facilitation approach.
  • Identify and map at least 80-100 private sector stakeholders across relevant economic sectors, ensuring representation from SMEs, large enterprises, and startups.
  • Organize and facilitate five inclusive consultation workshops using interactive methodologies to explore perceptions of TVET and barriers to private sector engagement.
  • Finalize a private sector messaging framework based on stakeholder consultations, including tailored key messages and recommended communication strategies.
  • Prepare and submit comprehensive workshop reports and a final synthesis report detailing methodology, stakeholder analysis, key findings, and strategic recommendations for campaign development.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in Communication, Media, Journalism, Public Relations, or a closely related field. Additionally, a minimum of 10 years of experience in stakeholder engagement, event facilitation, or communication campaigns is required. Demonstrated experience in developing communication outputs such as messaging frameworks, consultation reports, and policy briefs is essential. Candidates should also have strong analytical and reporting skills, with the ability to synthesize findings and translate stakeholder inputs into clear communication outputs. Coordination and organizational skills are crucial, as is the ability to manage multiple tasks and deadlines effectively.

Educational Background:
An advanced university degree (Master's or equivalent) in a relevant field such as Communication, Media, Journalism, or Public Relations is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively engage with stakeholders and develop impactful communication strategies.

Experience:
The position requires a minimum of 10 years of relevant experience in stakeholder engagement, event facilitation, or communication campaigns. Candidates should have a proven track record of developing communication-related outputs and engaging with private sector actors, business associations, and other institutional stakeholders. Experience in managing complex projects and delivering results under tight deadlines is also important.

Languages:
Fluency in both Arabic and English, spoken and written, is mandatory for this position. The consultant must be able to draft professional documents in both languages, ensuring effective communication with diverse stakeholders. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The contract duration for this consultancy is three months, from June to August 2026, with a total of 18 working days. The position is open to external candidates, and all deliverables must be submitted electronically to UNESCO for review and approval. The consultant is required to complete UNESCO's security awareness training and provide a certificate as part of the contract process.
