Job Overview:
The MEAL Specialist position at DRC is a critical role that involves providing technical support for the implementation and enhancement of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across various DRC programs. The specialist will work under the direct supervision of the MEAL Manager and will be responsible for developing MEAL tools, methodologies, and monitoring systems that are essential for effective program delivery. This role is designed for a results-oriented individual who is committed to humanitarian principles and operational excellence. The MEAL Specialist will collaborate closely with program teams to ensure that MEAL approaches are harmonized and that data collection complies with both DRC and donor requirements. This position is vital for strengthening program quality, accountability, and evidence-based decision-making, ultimately contributing to life-saving humanitarian operations.

Duties and Responsibilities:
The MEAL Specialist will have a comprehensive set of responsibilities, including:
  • Supporting the integration of MEAL throughout the Project Cycle Management (PCM) process in accordance with DRC guidelines and donor requirements.
  • Leading the development of logframes, Indicator Performance Tracking Tables (IPTTs), MEAL plans, and monitoring frameworks in collaboration with program teams.
  • Developing standardized MEAL tools and methodologies to facilitate program implementation and reporting.
  • Conducting reviews and ensuring technical quality assurance of program assessments and data collection processes.
  • Coordinating with Information Management staff to digitalize MEAL tools where applicable.
  • Participating in project meetings to enhance cross-project learning and program quality.
  • Implementing DRC's minimum monitoring requirements and conducting regular Data Quality Assurance (DQA) exercises.
  • Leading baseline, endline, and other monitoring activities, including developing Terms of Reference (ToRs) and data collection tools.
  • Analyzing data using software such as Excel and SPSS, and producing reports and information products to support program learning. 1
  • Supporting the implementation of accountability systems and Community Feedback Mechanisms (CFM). 1
  • Providing technical support and capacity building for MEAL Officers and program teams. 1
  • Coordinating closely with various teams to ensure alignment between MEAL systems and program needs, and supporting donor reporting processes.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Monitoring & Evaluation, Statistics, Social Sciences, International Development, Public Health, or a related field. A Master’s degree is considered an advantage, along with additional certifications in MEAL, Data Analysis, Information Management, or Accountability. The ideal candidate should have a strong understanding of MEAL principles and methodologies, as well as experience in data collection and analysis.

Educational Background:
The educational requirements for the MEAL Specialist position include a Bachelor’s degree in a relevant field such as Monitoring & Evaluation, Statistics, Social Sciences, International Development, or Public Health. A Master’s degree is preferred and can enhance a candidate's qualifications. Additional certifications in areas related to MEAL and data analysis are also beneficial and may provide a competitive edge.

Experience:
The position requires a minimum of 3 to 4 years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) within humanitarian or development programs. Candidates should have experience working with international NGOs, UN agencies, or local partners in emergency or displacement settings. Proven experience in supporting assessments, evaluations, and monitoring systems is essential, along with a strong understanding of MEAL principles and data collection methodologies.

Languages:
Full professional proficiency in English is mandatory for this role. Knowledge of Arabic or other local languages is considered an added advantage, as it can facilitate communication and engagement with local communities and stakeholders.

Additional Notes:
This position is likely to be full-time and may involve working in challenging environments typical of humanitarian settings. The role may require international travel to various project sites.
