Job Overview:
The Consultant for ATHIS Training Facilitation will play a crucial role in supporting the implementation of the project aimed at enhancing technical assistance for social housing in Brazil. The consultant will work closely with UN-Habitat’s operational and technical teams to develop training plans and materials tailored to various stakeholders, including municipal professionals and civil society organizations. The position requires a strong focus on practical, hands-on learning experiences and the ability to adapt training content to local contexts. The consultant will also be responsible for delivering training sessions, providing technical support for monitoring and evaluation strategies, and ensuring that gender-sensitive approaches are integrated into all activities. This role is essential for bridging the gap between policy and practice in social housing, ensuring that municipalities and institutions are equipped with the necessary skills and knowledge.
Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities, including: 1) Supporting the development of initial premises and identifying priority thematic areas for the ATHIS training plan; 2) Developing a structured training plan and materials for three target groups: municipal professionals, civil society organizations, and architecture and urbanism professionals; 3) Delivering training sessions that emphasize practical learning and field-based activities; 4) Providing technical support for the participatory development of a Monitoring and Evaluation Strategy; 5) Conducting virtual capacity-building sessions with global south ATHIS professionals; 6) Developing a methodology handbook for the Monitoring and Evaluation tool; 7) Collaborating with CAU/SP professionals on training activities; 8) Designing mechanisms to assess participants’ learning outcomes; 9) Preparing reports documenting training activities; 10) Participating in field missions as required.
Required Qualifications:
Candidates must possess a Bachelor’s degree in Architecture and Urbanism or have three additional years of relevant experience beyond the educational requirement. A postgraduate degree in related fields such as Geography, Sociology, or Public Policy is desirable. Candidates should have a minimum of three years of experience in urban development or social housing in Brazil, with experience in capacity building programs and teaching being essential. Familiarity with social housing and South-South Cooperation is preferred, along with experience in coordinating fieldwork in the public sector and previous work with the United Nations.
Educational Background:
A Bachelor’s degree in Architecture and Urbanism is required for this position. Candidates with a postgraduate degree (Lato Sensu or Stricto Sensu) in related fields such as Geography, Sociology, Law, Social Work, or Public Policy will be given preference. The educational background should reflect a strong foundation in urban development and social sciences, equipping the candidate with the necessary knowledge to effectively contribute to the project.
Experience:
The position requires a minimum of three years of relevant experience in urban development and/or social housing, specifically within the Brazilian context. Candidates should have demonstrated experience in capacity building programs and teaching, as well as familiarity with social housing initiatives. Experience with South-South Cooperation and coordinating fieldwork, particularly in the public sector, is highly desirable. Previous experience working with the United Nations will be considered an asset.
Languages:
Fluency in Portuguese is mandatory for this position, as it is the primary working language in Brazil. Additionally, a working knowledge of English is desirable, given that English and French are the working languages of the United Nations Secretariat. Proficiency in Spanish is also beneficial, particularly in relation to the Regional Office's operations.
Additional Notes:
The consultant will be engaged on a part-time basis (48%) for a duration of five months, with a total remuneration of BRL 15,00

- Payments will be made upon the successful delivery and approval of specific project outputs, including a work plan, training package, training sessions report, and learning evaluation report. The consultant must be available for travel related to project activities, with travel expenses covered by UN-Habitat according to United Nations guidelines. This position is open only to nationals from Brazil or external candidates with a permanent visa in Brazil. The contract may be extended based on performance and availability of funds, but such extensions are not guaranteed. All applications must be submitted in English and will be treated confidentially.
