Job Overview: The E T Consultant (ETC) will play a pivotal role in advancing the Trade Policy and Facilitation Unit's (WKPTT) agenda, particularly focusing on non-tariff measures (NTMs), regulatory alignment with trading partners, and quality infrastructure (QI). The position emphasizes agricultural trade and the sanitary and phytosanitary (SPS) regulatory environment, requiring the ETC to provide technical depth in areas such as food safety, animal and plant health standards, risk analysis, and compliance with import requirements for agricultural products. The ETC will contribute to Development Policy Operations (DPOs), analytical and advisory services (ASA), and engage in country dialogues, leveraging deep knowledge of regulatory and trade policy reforms. The role also involves knowledge dissemination through reports, policy notes, and engagement with government counterparts and development partners.
Duties and Responsibilities: The duties and responsibilities of the ETC include leading technical analysis of non-tariff measures, particularly SPS measures and technical barriers to trade (TBT), assessing their design and economic rationale, and developing policy recommendations for reform. The ETC will provide technical expertise on aligning regulatory frameworks with trading partners, analyze gaps between client countries' regulations and export market requirements, and support the design of reform programs to enhance market access for agricultural exporters. Additionally, the ETC will contribute to the design and implementation of DPOs, prepare country-specific policy notes and technical assessments, engage with government counterparts and stakeholders, and disseminate knowledge products that communicate findings on NTM reform and agricultural trade competitiveness.
Required Qualifications: Candidates must possess a Master's or Advanced Degree in a relevant field such as economics, international trade, agricultural economics, law, or public policy, with a strong focus on agricultural trade and trade regulation. A PhD in a relevant field is acceptable with at least 5 years of relevant professional experience. Candidates should demonstrate technical knowledge of non-tariff measures, particularly SPS and TBT measures, and the policy reform processes involved. Experience advising governments or development partners on SPS regulatory reform and market access compliance is essential, along with a strong understanding of the SPS and food safety import requirements of major trading partners. Solid analytical skills and proficiency in statistical tools are also required, as well as experience preparing policy-facing analytical outputs.
Educational Background: A Master's or Advanced Degree in relevant fields such as economics, international trade, agricultural economics, law, or public policy is required. A PhD in a relevant field is acceptable with a reduced experience requirement. The educational background should emphasize a strong focus on agricultural trade and trade regulation, ensuring candidates have the necessary theoretical and practical knowledge to succeed in the role.
Experience: Candidates should have at least 8 years of relevant professional experience in agricultural trade and competitiveness issues, or 5 years if holding a PhD. Direct experience advising governments or development partners on SPS regulatory reform and market access compliance is crucial, as is familiarity with the SPS and TBT Agreements and related frameworks. Experience in developing country contexts is a strong advantage, as is experience contributing to World Bank operations or similar analytical and advisory engagements in trade policy.
Languages: Fluency in English is mandatory, with excellent written and verbal communication skills required for producing high-quality reports and presentations. Working knowledge of French, Spanish, or Portuguese is considered an advantage, enhancing the candidate's ability to engage with diverse stakeholders and contribute to international dialogues.
Additional Notes: This position is a local recruitment for a term duration of 1 year, with the possibility of extension.
