Job Overview:
The Chief of Contributions and Cost Recovery Service is responsible for formulating and implementing the work programme of the Service, managing shared cost recovery funds for Regular Budget and Peacekeeping operations, and ensuring timely execution of programmed activities. This role involves overseeing the management of activities undertaken by the Service, coordinating work across different units and agencies within the UN system, and providing substantive reviews of drafts prepared by others. The Chief will also represent the Controller in working groups on cost recovery, monitor financial stability of funds, and support the Committee on Contributions in its operations. The position requires a strategic approach to managing financial resources and ensuring compliance with established policies and guidelines, while also fostering teamwork and communication among staff.

Duties and Responsibilities:
  • Formulate and implement the work programme of the Contributions and Cost Recovery Service.
  • Manage the UN Secretariat shared cost recovery funds for Regular Budget and Peacekeeping operations.
  • Oversee the management of activities undertaken by the Service, ensuring timely execution and coordination across different areas.
  • Lead and supervise the work programme of the Service, providing programmatic and substantive reviews of drafts.
  • Provide oversight and guidance to service providers on cost recovery-related issues.
  • Represent the Controller in UN Secretariat working groups on cost recovery.
  • Review and approve cost recovery rates for inclusion in the UN consolidated service catalogue.
  • Monitor activity in the cost recovery fund to ensure compliance with guidelines.
  • Liaise with Permanent Missions and capitals of Member States regarding collections of assessed contributions. 1
  • Prepare reports for intergovernmental bodies and respond to queries from oversight bodies. 1
  • Ensure high-quality standards for outputs produced by the Service. 1
  • Assist the Director in preparing the work programme and allocating resources. 1
  • Manage administrative tasks necessary for the functioning of the Service, including budget preparation and staff evaluations. 1
  • Recruit staff while considering geographical balance. 1
  • Foster teamwork and communication among staff. 1
  • Organize meetings and seminars on substantive issues. 1
  • Represent the Division at international, regional, or national meetings.

Required Qualifications:
  • Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, social sciences, or related area is required.
  • A first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.
  • A minimum of fifteen (15) years of progressively responsible experience in financial management, budget, or related field is required.
  • A minimum of five (5) years of experience managing organization-wide cost recovery policies and practices is required.
  • Experience servicing the work of the Committee on Contributions or similar expert financial committee is required.
  • Experience managing collections of assessed contributions from Member States is required.
  • Experience in managing finance teams at the international level is desirable.
  • Experience dealing with intergovernmental or similar governing body review is desirable.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or equivalent) in relevant fields such as business or public administration, finance, accounting, law, or social sciences. Alternatively, a first-level university degree (Bachelor's degree or equivalent) may be accepted if combined with two additional years of relevant work experience.

Experience:
The position requires a minimum of fifteen (15) years of progressively responsible experience in financial management, budget, or related fields. Additionally, candidates must have at least five (5) years of experience specifically managing organization-wide cost recovery policies and practices. Experience in servicing the work of the Committee on Contributions or similar financial committees, as well as managing collections of assessed contributions from Member States, is essential. Experience in managing finance teams at the international level and dealing with intergovernmental reviews is also desirable.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French is considered an asset but not mandatory for this position.

This position is financed by extrabudgetary resources and is initially for a period of one year, with the possibility of renewal subject to availability of funds and budgetary approval.
