Job Overview:
The Senior Program Coordinator (SPC) plays a crucial role in leading and managing the implementation of IRC's programs in Venezuela. This position is vital in ensuring programmatic quality and the smooth operation of various initiatives aimed at addressing the humanitarian crisis in the region. The SPC will work under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director for Programs (DDP) for Colombia and will be responsible for overseeing multiple sectors, including health, women's protection and empowerment, child protection, education, and economic recovery and development. The SPC will also serve as a key representative for the Venezuelan program, ensuring visibility and acceptance of IRC's efforts while participating in the Senior Management Team to drive effective program implementation. This role requires a solutions-driven mindset and a passion for making a positive impact on the lives of millions.

Duties and Responsibilities:
The Senior Program Coordinator will have a comprehensive set of responsibilities, including but not limited to:
  • Program Management: Supporting program coordinators and the partnerships team in working with local partners, ensuring alignment with IRC's Partnership Excellence for Equality and Results System (PEERS).
  • Planning and Implementation: Collaborating with technical coordinators to ensure timely planning and execution of multi-sector programming, monitoring project progress against work plans and budgets, and providing necessary support to ensure compliance with IRC policies.
  • Procurement Planning: Coordinating procurement planning with sector coordinators and base staff to facilitate program implementation.
  • Monitoring and Evaluation: Conducting routine monitoring visits to implementation sites to ensure quality and compliance with donor requirements.
  • Context Awareness: Staying informed about local needs and constraints to proactively address potential issues affecting program implementation.
  • Leadership and Staff Management: Directly supervising program coordinators, establishing performance objectives, providing feedback, and promoting a safe and healthy work environment.
  • Coordination and Representation: Representing IRC in inter-agency forums, working groups, and with local authorities to enhance recognition and acceptance of IRC programming.
  • Research and Learning: Leading assessments and research to build a strong evidence base for IRC programming in Venezuela.

Required Qualifications:
Candidates must possess a robust set of qualifications, including:
  • Advanced leadership and team-building skills, with a proven track record in project management and advocacy.
  • Extensive experience managing multi-sector emergency response and recovery programs, particularly in refugee contexts.
  • Strong external representation and coordination skills, with experience managing large-scale programs funded by diverse donors.
  • Proficiency in logistics, procurement, administrative, and financial functions related to program management.
  • Excellent interpersonal and problem-solving abilities, with a capacity to negotiate effectively with various stakeholders.
  • High energy and adaptability to prioritize tasks in high-pressure environments, along with a solid understanding of staff safety and program security" style="border-bottom: 1px dotted #007bff !important;">security.

Educational Background:
A Bachelor’s degree in international development, social sciences, or a related field is required, with a Master’s degree being a plus. This educational background is essential for understanding the complexities of humanitarian work and the socio-economic factors affecting vulnerable populations.

Experience:
Candidates should have at least 8 years of experience in the international development or humanitarian sector, with a minimum of 3 years in a senior management role. Experience in multi-sectoral and multi-donor funded programs is essential, and prior experience in remote management situations is preferred, particularly in supporting local partners.

Languages:
Professional fluency in spoken and written English is mandatory. Additional language skills relevant to the local context may be advantageous but are not specified as mandatory.
