UN Women, established in July 2010, is the United Nations entity dedicated to gender equality and the empowerment of women. UN Women supports inter-governmental bodies in policy formulation, assists Member States in implementing gender equality standards, and coordinates the UN system's work on gender equality. The organization has a presence in over 14 countries in the Pacific region, including Fiji, where its Multi-Country Office is based.

Job Overview:
The National Evaluation Consultant will be engaged on a retainer basis to support evaluation team leaders in conducting evaluations for UN Women’s Fiji Multi-Country Office. The consultant will provide technical and analytical expertise throughout the evaluation cycle, ensuring adherence to UN Women’s evaluation standards. The consultancy aims to strengthen the implementation of evaluations by providing operational support, contributing to evaluation design and analysis, and ensuring inclusive evaluation processes. The consultant will work both remotely and in person as required, collaborating with evaluation teams and participating in meetings during Asia and the Pacific working hours.

Duties and Responsibilities:
The consultant will be responsible for various phases of the evaluation process, including evaluation planning, inception, data collection, analysis, and reporting. Specific tasks include reviewing relevant documentation, conducting stakeholder analyses, developing evaluation methodologies, organizing interviews and consultations, analyzing qualitative and quantitative data, and preparing high-quality evaluation outputs. The consultant will also undertake additional tasks as assigned by the supervisor or evaluation team leader, ensuring all deliverables meet UN Women’s quality assurance standards.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Gender Studies, Development Studies, or Social Sciences. A first-level university degree with additional experience may be accepted. The consultant should have strong knowledge of evaluation methodologies, experience in gender-responsive evaluations, and familiarity with UN Women’s mandate. They must demonstrate the ability to integrate human rights and gender equality perspectives in evaluations and maintain ethical standards throughout the evaluation process.

Educational Background:
A Master’s degree in Gender Studies, Development Studies, Social Sciences, Political Science, Evaluation, International Relations, or related fields is required. Alternatively, a first-level university degree with two additional years of relevant experience may be accepted in lieu of a Master’s degree.

Experience:
At least five years of relevant experience in evaluation, review, or assessment assignments with multilateral or bilateral development organizations is required for candidates with a Master’s degree. Those with a first-level university degree should have at least seven years of experience. Candidates should have demonstrated experience in qualitative and quantitative research analysis and familiarity with development strategies and international processes, particularly in the context of gender equality and women’s empowerment.

Languages:
Fluency in written and spoken English is mandatory. Knowledge of Pacific Island languages such as Fijian, Bislama, or Pidgin is considered an advantage, enhancing communication with local stakeholders and rights holders.

The consultancy will be conducted on a retainer basis for a duration of 100 working days over a 24-month period, with the contract running from April/May 2026 to April/May 202
  • The consultant will work remotely and may be required to travel for specific assignments, with travel costs covered separately by UN Women. Performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables. Payment will be disbursed monthly upon satisfactory completion of activities.
