Job Overview: The Treasury Associate position is situated within the General Ledger and Reporting Unit (GLU) of the Accounting Services Section (ASV). The incumbent is expected to work independently and will frequently interact with clients in the Latin America region. The role involves evaluating, verifying, and processing financial data related to Capacity Development and Implementation (CDI) projects, ensuring compliance with ICAO Financial Rules and Regulations. The Treasury Associate will also be responsible for preparing reconciliations, managing petty cash accounts, and ensuring timely reporting for UNDP requirements. This position is crucial for maintaining the integrity of financial operations and supporting the overall mission of ICAO in promoting safe and efficient civil aviation.
Duties and Responsibilities:
Evaluate, verify, and process CDI project programme costs, ensuring all cashbook transactions are supported by appropriate documentation. Act as a focal point for project staff and ensure compliance with ICAO Financial Rules.
Process UNDP Service Clearing Account (SCA) data accurately and timely, ensuring reconciliation with Agency Service Requests.
Prepare monthly reconciliations of imprest and petty cash accounts, identifying discrepancies and ensuring proper management of funds.
Prepare reporting for UNDP requirements, including year-end reporting and audit requests, ensuring all reports balance with financial figures.
Manage petty cash and imprest account replenishments, ensuring timely processing and compliance with cashbook rules.
Perform other related duties as assigned, contributing to the overall efficiency of the accounting services.
Required Qualifications: Essential qualifications include a Diploma of Collegial Studies (DEC) or equivalent with successful completion of basic accounting courses. Desirable qualifications include a first-level university degree in Finance or Accounting. Candidates must possess at least six years of accounting experience, with a preference for those with experience in working with different currencies and improving control weaknesses. Knowledge of computerized accounting systems and ERP systems is essential, along with the ability to analyze financial data and apply financial rules and regulations effectively.
Educational Background: Candidates must have a Diploma of Collegial Studies (DEC) or equivalent, which includes successful completion of courses in basic accounting. A first-level university degree in Finance or Accounting is desirable and would enhance the candidate's qualifications for the position.
Experience: The position requires a minimum of six years of professional accounting experience. Candidates with experience in handling multiple currencies and identifying control weaknesses will be given preference. The role demands a strong understanding of financial operations and the ability to work independently while collaborating with various stakeholders.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of Spanish is desirable, as well as knowledge of any other official languages of the Organization, such as Arabic, Chinese, French, or Russian, which would be beneficial in this role.
Additional Notes: This is a locally-recruited position, restricted to Canadian citizens, permanent residents of Canada, and applicants with a valid work permit. The position is temporary, lasting for 364 days. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants, adhering to the Standards of Conduct for the International Civil Service. The position offers a net base salary of CAD 55,741 per annum, along with an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC).
