Job Overview: The Consultant for CRSV Prevention and Response will play a crucial role in supporting the Apparatus of the Government Commissioner for Gender Equality Policy in Ukraine. This position is part of a broader initiative to address the severe human rights violations and humanitarian crises resulting from the ongoing conflict in Ukraine, particularly focusing on conflict-related sexual violence. The consultant will be responsible for implementing tasks and activities outlined in the Framework of Cooperation (FoC) between the Government of Ukraine and the United Nations, specifically targeting the prevention of and response to CRSV. The consultant will work closely with national and subnational stakeholders, including various ministries and local authorities, to develop practical work plans and ensure effective localization of the FoC Implementation Plan. The role requires a strong emphasis on analytical and technical support, including drafting legislation, developing policies, and facilitating coordination among stakeholders. The consultant will also engage in field missions to assess local needs and monitor progress in CRSV prevention and response, ensuring that the Apparatus' activities are informed by current evidence and best practices.
Duties and Responsibilities: The Consultant will have a comprehensive set of duties and responsibilities, including:
Providing analytical and technical support to the Apparatus in drafting relevant legislation and developing related policies and programs.
Drafting technical documents such as memos, reports, recommendations, and localized action plans for review.
Participating in field missions to assess local needs and monitor progress in CRSV prevention and response.
Reviewing and synthesizing field reports and research documents to inform the Apparatus' activities.
Facilitating and participating in technical meetings and coordination platforms on CRSV.
Contributing to the implementation of workstreams under the FoC Implementation Plan.
Developing recommendations for regional and local authorities on CRSV prevention and response.
Coordinating information-sharing between the Apparatus and subnational stakeholders.
Tracking implementation progress and providing timely updates on localization efforts. 1
Liaising with relevant stakeholders to address challenges in implementing activities. 1
Providing targeted technical support to local partners. 1
Supporting the development of a long-term strategy for transitioning the Survivor Relief Centres model into a sustainable system. 1
Integrating research findings into the localization of the FoC Implementation Plan.
Required Qualifications: The position requires several qualifications, including:
A minimum of 2 years of work experience in human rights, gender equality, gender-based violence (GBV), or related fields.
Knowledge of global and domestic CRSV response frameworks and the Women, Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security agenda is a strong asset.
Experience in inter-agency coordination with government entities, UN systems, or comparable international organizations is desirable.
Demonstrated experience in similar assignments is highly desirable.
Strong skills in managing communications and facilitating cooperation among various organizations.
Educational Background: Candidates must possess an advanced university degree, such as a Master’s degree or equivalent, in fields relevant to the position. This includes public administration, social science, international relations, international human rights, or other related disciplines that provide a solid foundation for understanding the complexities of gender equality and human rights issues, particularly in conflict settings.
Experience: The role requires a minimum of 2 years of relevant work experience. This experience should be in fields related to human rights, gender equality, and gender-based violence (GBV). Candidates should have a proven track record of working within frameworks that address CRSV and should be familiar with the Women, Peace and Security agenda. Experience in inter-agency coordination, particularly with government entities and UN agencies, is considered a strong asset, as is demonstrated success in similar consultancy roles.
Languages: Fluency in Ukrainian (both oral and written) is mandatory for this position, as the consultant will be working closely with local stakeholders and government entities. Additionally, a working-level proficiency in English (oral and written) is required to facilitate communication with international partners and to draft reports and documents that may be required in English.

The work will be conducted in a hybrid modality, combining in-person and online engagements. The consultancy fee will be paid monthly upon acceptance of deliverables.
