The United Nations Development Programme (UNDP) has been actively providing development assistance to the people of Myanmar since the 1950s. Initially, from 1993 until 2012, UNDP operated under a restricted mandate, focusing on the Human Development Initiative programme, which aimed to assist communities and individuals in improving their lives and livelihoods. In 2013, UNDP transitioned to working through two country programmes, and from 2018 to 2020, the focus shifted towards direct support to the Myanmar Government. Job Overview:
The UN Community Volunteer position is designed to support community mobilization and facilitate the effective identification of communities where project activities should be prioritized, in alignment with ENCORE’s implementation guidelines. The volunteer will work under the direct supervision of the Head of the Shan Field Office and receive day-to-day guidance from the Township Coordinator. The role involves supporting the formation and capacity building of village/village tract project committees, engaging with local authorities and community representatives to identify cash-for-work (CFW) opportunities, and initiating livelihood assistance packages. Additionally, the volunteer will facilitate community consultations for various assessments related to vulnerability and capabilities, as well as assist in the preparation of community profiles and work plans. The position requires a proactive approach to community engagement and the ability to adapt to the evolving needs of the communities served.

Duties and Responsibilities:
The UN Community Volunteer will be responsible for a variety of tasks, including but not limited to:
  • Mobilizing communities and facilitating the identification of priority areas for project activities in accordance with ENCORE’s guidelines.
  • Supporting the formation of village/village tract project committees and providing necessary capacity building and training.
  • Engaging and coordinating with local authorities and community representatives to identify cash-for-work opportunities and initiate livelihood assistance packages.
  • Facilitating community consultations for assessments on vulnerability and capabilities, and assisting in the preparation of community profiles and work plans.
  • Performing any other related tasks as assigned by the supervisor, demonstrating flexibility and adaptability to the needs of the community and the organization.

Required Qualifications:
Candidates for the UN Community Volunteer position should possess a strong understanding of UNDP operations and relevant technical capabilities. They should demonstrate discretion, political sensitivity, and the ability to liaise with various stakeholders, particularly in senior positions. A high degree of autonomy, personal initiative, and resourcefulness are essential, along with the ability to manage information confidentially and objectively. Candidates must exhibit professionalism, integrity, and a commitment to the values and ethical standards of the UN and UNDP. They should also have excellent interpersonal skills and the ability to work effectively in a multi-cultural environment, respecting diversity and promoting gender equality.

Educational Background:
The educational background required for this position typically includes a degree in social sciences, development studies, or a related field. Candidates with relevant certifications or training in community development, project management, or similar areas will be considered favorably. A strong academic foundation is essential to understand the complexities of community engagement and development work.

Experience:
Candidates should have prior experience in community mobilization, project implementation, or a related field. Experience working with local communities, civil society organizations, or government entities is highly desirable. The ability to demonstrate a track record of successful community engagement and capacity building initiatives will be an advantage. Familiarity with the socio-political context of Myanmar and experience in challenging environments will also be beneficial.

Languages:
Fluency in English is mandatory, as it is the working language of UNDP. Knowledge of local languages spoken in Myanmar, such as Burmese or ethnic languages, is considered an asset and will enhance communication with community members and stakeholders.

Additional Notes:
The duration of the assignment is subject to availability of funding, operational necessity, and satisfactory performance, with the possibility of extension. However, there is no expectation of renewal of the assignment. UN Community Volunteers are expected to be recruited locally and work within their communities, meaning they are not required to travel to the duty station and are not eligible for a settling-in grant. They will receive a monthly volunteer living allowance to cover housing, utilities, and normal living expenses. Life, health, and permanent disability insurance are included in the benefits package. Additionally, in non-family duty stations classified as hardship categories D or E, a Well-Being Differential (WBD) will be provided monthly.
