Job Overview: The Senior Programme Associate (IBG) will play a crucial role in supporting the effective implementation of immigration and border governance programmes in Lebanon. This position is pivotal in coordinating and following up on activities related to the provision of infrastructure, equipment, and software to Lebanese authorities. The Senior Programme Associate will ensure that administrative, logistical, and operational support is provided in a timely manner, facilitating the smooth execution of project activities. The role involves planning, coordinating, implementing, and monitoring project activities, particularly those that pertain to equipment and infrastructure support for national border management agencies. The Senior Programme Associate will compile, summarize, analyze, and present information related to these activities, ensuring that key issues are highlighted for the supervisor. Additionally, the position requires monitoring budget implementation for assigned activities, tracking expenditures, and proposing necessary adjustments to ensure financial compliance and efficiency.
Duties and Responsibilities: The duties and responsibilities of the Senior Programme Associate (IBG) include assisting in the planning, coordination, implementation, and monitoring of project activities related to infrastructure and equipment support. The role involves compiling and analyzing data, monitoring budget implementation, and acting as the focal point for administrative coordination of project implementation. The Senior Programme Associate will liaise extensively with the Procurement and Logistics Unit to initiate purchase requests and follow up on administrative actions. Drafting status reports, correspondence on project issues, and maintaining detailed project records are also key responsibilities. The position requires participation in meetings and conferences, maintaining effective liaison with local authorities, partners, and stakeholders, and monitoring the work of implementing partners to ensure compliance with project timelines and objectives. The Senior Programme Associate will also provide guidance and training to other staff in the unit and may supervise other staff as assigned.
Required Qualifications: Candidates must possess a high school diploma with six years of relevant experience or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with four years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. The position requires in-depth knowledge of migration-related subject areas, familiarity with UN and bilateral donor programming, and knowledge of procurement and finance regulations. Candidates should demonstrate the capacity to manage complex procurement processes and maintain internal tools to monitor progress across multiple workstreams.
Educational Background: The educational background required for this position includes a high school diploma with six years of relevant experience or a Bachelor’s degree in a related field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law. The degree must be from an accredited academic institution, as recognized by the UNESCO World Higher Education Database.
Experience: Candidates should have experience in liaising with governmental authorities, national and international institutions, United Nations agencies, and non-governmental organizations. Experience working with migrants, refugees, internally displaced persons, and other vulnerable groups is essential. Prior work experience with international humanitarian organizations or government institutions in a multicultural setting is considered an advantage.
Languages: Fluency in Arabic and English is required for this position, both oral and written. A working knowledge of French is advantageous. The proficiency of the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Lebanon will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, and necessary government authorizations.
