Job Posting Organization:
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) was established to promote sustainable and inclusive development across the Asian and Pacific region. It operates with a mission to enhance regional connectivity and address various environmental challenges. ESCAP has a significant presence in multiple countries, including China, the Democratic People's Republic of Korea, Japan, Mongolia, the Republic of Korea, and the Russian Federation. The organization is known for its collaborative efforts in implementing programs that focus on air pollution, biodiversity conservation, marine protected areas, low carbon cities, and combating desertification and land degradation. The Subregional Office for East and North-East Asia (SOENEA) plays a crucial role in facilitating these initiatives and serves as the Secretariat for the North-East Asian Subregional Programme for Environmental Cooperation (NEASPEC), which is the first intergovernmental mechanism established by the six countries in the region to address environmental issues collectively.

Job Overview:
The position of Individual Contractor for NEASPEC is designed to support the initiatives of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) under the direct supervision of the Deputy Head of Office. The contractor will engage in various tasks aimed at implementing follow-up actions from the 28th Senior Officials Meeting of NEASPEC. This role involves collaboration with national focal points and partners in member states, as well as supporting the NEASPEC Project Manager with secretarial tasks and the organization of meetings. The contractor will also be involved in the implementation of specific programmatic areas, particularly focusing on biodiversity and nature conservation, which includes managing projects related to migratory birds and establishing networks for big cats in North-East Asia. The contractor will be expected to work from Monday to Friday, adhering to a structured schedule, and will be responsible for delivering specific assignments within set deadlines, contributing to the overall mission of promoting sustainable environmental practices in the region.

Duties and Responsibilities:
The contractor will be responsible for a variety of tasks, including:
  • Collaborating with key national focal points and partners in member states to implement follow-up actions from the 28th Senior Officials Meeting of NEASPEC.
  • Supporting the NEASPEC Project Manager with day-to-day secretarial tasks, including organizing internal and external meetings.
  • Assisting in the implementation of the Biodiversity and Nature Conservation programmatic area under NEASPEC, which includes managing the migratory bird project funded by the Russian Federation and related activities, as well as establishing the Big Cat Network in North-East Asia.
  • Organizing the WWF-led Wetland Management Training Programme.
  • Preparing a NEASPEC paper on Desertification and Land Degradation. The contractor will also be required to deliver specific assignments, such as preparing and coordinating training programs, implementing training in collaboration with WWF Hong Kong, preparing outlines for the Big Cat Network, and finalizing analytical studies and reports related to the projects.

Required Qualifications:
The position requires a bachelor's degree or equivalent qualification. Previous experience working within the United Nations system, particularly in environmental programs, is essential. Additionally, experience in nature conservation and working with migratory species is considered an advantage. The contractor must demonstrate strong organizational skills and the ability to collaborate effectively with various stakeholders.

Educational Background:
A bachelor's degree or equivalent is required for this position. This educational background should ideally be in a field related to environmental science, conservation, or a similar discipline that supports the functions of the role.

Experience:
Candidates must have previous experience working with the United Nations system, specifically in environmental programs. This experience should include familiarity with nature conservation efforts and working with migratory species, which will enhance the contractor's ability to contribute effectively to the initiatives under NEASPEC.

Languages:
Excellent knowledge of written and spoken English is mandatory for this position. Proficiency in additional languages may be beneficial but is not specified as a requirement.
