Job Overview: The Consultant for Financing for Development will play a crucial role in mapping the financing landscape in the Philippines and developing actionable strategies for the UN's engagement in supporting the government. This position requires a comprehensive understanding of the financing mechanisms available for sustainable development, including public, private, and innovative sources. The consultant will conduct a thorough analysis of existing literature and data, engage with key stakeholders, and identify gaps and opportunities for the UN to enhance its support for financing sustainable development initiatives. The consultant will also be responsible for preparing reports and presenting findings to the UN Resident Coordinator's Office (UNRCO) and the UN Country Team (UNCT).
Duties and Responsibilities: The consultant will undertake the following duties and responsibilities: Phase 1:
Conduct a comprehensive review and analysis of existing literature and publicly available data on the financing for development landscape in the Philippines, focusing on public, private, international, and innovative sources.
Engage with key stakeholders, including UNCT, government agencies, development partners, private sector, academe, and civil society, to gather insights and data.
Identify operational and strategic gaps, challenges, and opportunities for the UN to scale up innovative financing for sustainable development. Phase 2:
Develop practical guidance for the UNCT, identifying specific entry points for assisting the Government of the Philippines in mobilizing financing for sustainable development.
Prepare and present findings and recommendations to the UNRCO and UNCT, and support outreach to the Philippine Government as necessary. For both phases:
Conduct bi-weekly progress update calls with UNRCO.
Produce and submit written deliverables as specified, including an inception report and final report.
Required Qualifications: The position requires at least 15 years of relevant professional experience at senior management or technical levels in development finance, public policy, or related areas, particularly in the Philippines. Experience in similar roles in other middle-income countries is advantageous. The consultant must demonstrate practical experience in development finance, public finance, or project finance, with a focus on sectors related to human capital development such as education, health, and employment. A strong understanding of the Philippine development context and financing landscape, including the roles of government and development partners, is essential. Knowledge of the UN system and previous experience with international organizations involved in financing for development is also required. The ability to write clear, concise, and evidence-based technical reports and effectively communicate with stakeholders is crucial.
Educational Background: Candidates must possess an advanced university degree (Master’s or higher) in Finance, Economics, Public Policy, Development Studies, or a related field. This educational background is essential to ensure the consultant has the necessary theoretical and practical knowledge to analyze and develop strategies for financing sustainable development.
Experience: The consultant should have a minimum of 15 years of relevant professional experience, particularly at senior management or technical levels in development finance or public policy. This extensive experience is necessary to navigate the complexities of financing for development and to engage effectively with various stakeholders in the Philippines and potentially in other middle-income countries.
Languages: Fluency in English is mandatory for this position, as all reports and communications will be conducted in English. Knowledge of Filipino (Tagalog) is considered advantageous, as it may facilitate engagement with local stakeholders and enhance communication effectiveness.
Additional Notes: The expected duration of the consultancy is three months, with specific deliverables outlined for each phase of the project. The consultant is required to complete five UN mandatory learning programs within one month from the start of the assignment. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, ensuring a transparent and fair hiring process.
