Job Overview:
As the Director of the Procurement, Portfolio, and Financial Management Department (PPFD) at ADB, you will play a pivotal role in leading the Financial Management Division (PFFM). Your responsibilities will encompass a wide range of tasks aimed at achieving the division's vision, goals, and strategies. You will be expected to oversee the planning, implementation, and management of the division's annual results-based work program, ensuring alignment with ADB's broader objectives. This role requires strong leadership skills, as you will manage both international and local technical staff, guiding them in their daily operations and ensuring compliance with ADB policies. You will also be responsible for fostering external and internal relations, coordinating with various sectors and departments to support operational needs. Your leadership will be crucial in shaping financial management policies and practices that enhance ADB's effectiveness in the region.

Duties and Responsibilities:
In your role as Director, you will lead the planning and execution of the division's work plans, ensuring that the quality of outputs meets the established goals. You will provide strategic leadership in financial management, guiding the team in addressing operational challenges and compliance issues. Your responsibilities will include overseeing project processing and implementation activities, ensuring adherence to ADB's financial management guidelines. You will engage with various departments to resolve financial management issues and provide advice on ADB's financial reporting and auditing requirements. Additionally, you will lead assessments of financial management systems in countries and sectors, identifying areas for capacity development. You will also be responsible for developing knowledge products and tools to enhance financial management capacity within ADB and its member countries. Your role will involve managing staff performance, providing coaching and mentoring, and fostering a collaborative work environment.

Required Qualifications:
To qualify for this position, you must possess a Master's Degree or equivalent in Business, Finance, Commerce, or related fields. Alternatively, a University degree in these areas combined with at least 10 years of specialized experience is acceptable. A professional qualification in accounting, such as CPA or CA, from a recognized institution is mandatory, and a CFA qualification is preferred. You should have at least 15 years of relevant professional experience in international development and public financial management, with a strong understanding of ADB's policies and procedures. Demonstrated financial analytical skills, experience in building collaborative relationships, and managerial capabilities are essential. Excellent English communication skills, both oral and written, are required to effectively present ideas and communicate with stakeholders.

Educational Background:
The educational background required for this position includes a Master's Degree or equivalent in Business, Finance, Commerce, or related fields. Candidates with a University degree in these areas must also have at least 10 years of specialized experience. A professional accounting qualification, such as CPA or CA, is mandatory, and an additional CFA qualification is preferred. This educational foundation is critical for understanding the complexities of financial management in an international development context.

Experience:
Candidates should have a minimum of 15 years of relevant professional experience in international development and public financial management. This experience should include analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and management, as well as a deep understanding of the policies and procedures of multilateral development banks. Experience working in various countries and sharing knowledge to benefit developing member countries (DMCs) is highly valued. Demonstrated managerial experience, including the ability to motivate and manage staff effectively, is also essential for this role.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required to present ideas clearly and persuasively. While English is the primary language of communication, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions in which ADB operates.

Additional Notes:
This position is a fixed-term appointment for a managerial role, initially for a period of 3 years or until the staff member's Normal Retirement Date (NRD), whichever comes first. After the initial term, ADB may choose to renew the appointment for an additional fixed term of up to 3 years, based on organizational needs and the staff member's competencies. The appointment is not convertible to a regular position, and there is no limit on the number of renewals up to the NRD.
