Job Overview:
The Deputy Representative plays a crucial role in the design and delivery of the UNFPA population and development and sexual and reproductive health country programme in Cameroon. This position involves building alliances and partnerships with various stakeholders, including governments, UN agencies, development partners, civil society, academia, and the private sector. The aim is to realize the 2030 Agenda and make a positive difference in the lives of millions, especially those who are furthest behind. The Deputy Representative is responsible for the day-to-day operations of the Cameroon Country Office, including supervising assigned staff. This role requires a strong commitment to human rights and the ability to deliver high-impact results in a rapidly changing development landscape. The Deputy Representative will also be accountable for the effective development and management of an innovative Country Programme of Cooperation focused on population and development, ensuring national ownership and integration of sexual and reproductive health issues into the broader national development agenda.

Duties and Responsibilities:
The Deputy Representative will be responsible for a variety of duties, including: A. Programme Leadership: Developing, managing, and monitoring the Country Programme in alignment with the strategic plan and national population policies; assessing national trends and their implications for UNFPA's work; expanding UNFPA's portfolio and developing new programme options; overseeing technical assistance to partners; establishing quality standards for project development and delivery; and prioritizing responses to the HIV/AIDS pandemic and humanitarian emergencies. B. National Capacity Development: Implementing a strategy for capacity building; providing support to strengthen national capacity on programmes; facilitating capacity building of national staff; creating an enabling environment for the ICPD agenda; and fostering knowledge sharing and innovative thinking. C. Partnership and Advocacy: Pursuing innovative partnerships with government counterparts, civil society, and the private sector; advocating for the ICPD agenda; promoting South-South cooperation; maintaining communication with government and donors; and participating in UN Common Country Assessment and UN Development Assistance Framework exercises. D. Management of Resources: Supporting the management of the Country Office; formulating annual work plans; designing and implementing resource mobilization strategies; managing staff and fostering a culture of growth; and ensuring compliance with safety standards.

Required Qualifications:
Candidates must possess a postgraduate university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. Additionally, candidates should have at least 10 years of increasingly responsible professional experience in public administration and international development, including programme design, appraisal, and management, with at least 8 years in the field of population and development, sexual and reproductive health, or humanitarian work at the international level. Demonstrated ability to align organizational programme objectives with national priorities, experience in advocacy and policy dialogue, and excellent media/communication skills are essential. Proven leadership skills and experience in international development, particularly in UNFPA's mandate, are also required.

Educational Background:
A postgraduate university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related disciplines is required for this position. This educational background is crucial for understanding the complexities of population and development issues, as well as the principles of sexual and reproductive health and rights.

Experience:
Candidates should have a minimum of 10 years of progressively responsible professional experience in public administration and international development, with a strong focus on programme design, appraisal, and management. At least 8 years of this experience should be in the field of population and development, sexual and reproductive health, or humanitarian work at the international level. Field experience is essential, particularly in developing or humanitarian contexts, to ensure a comprehensive understanding of the challenges faced in these areas.

Languages:
Fluency in both English and French is required for this position. This bilingual proficiency is essential for effective communication and collaboration with diverse stakeholders, including government counterparts, civil society organizations, and international partners. Knowledge of additional languages may be considered an asset, enhancing the candidate's ability to engage with a broader range of communities and partners.
