Job Overview: The Programme Officer will play a crucial role in the development, implementation, monitoring, and evaluation of the Telemedicine initiative. This includes operationalizing Telemedicine capabilities in pilot field missions across various regions, such as the Central African Republic, South Sudan, Syria, Western Sahara, Abyei, Somalia, and Libya. The officer will be responsible for understanding customer needs, collaborating with suppliers, and ensuring that the investments made yield proper value. The role requires a proactive approach to project management, including the development of project plans, monitoring progress, and producing relevant documentation. The officer will also engage in consulting assignments, facilitate workshops, and assist clients in managing change effectively. The position demands a strong analytical ability to research and present information from diverse sources, as well as the capacity to support the design and rollout of new services and partnerships.
Duties and Responsibilities: The Programme Officer will undertake a variety of responsibilities, including: participating in the development and implementation of the Telemedicine initiative; monitoring and analyzing project development; producing relevant documents and reports; identifying and addressing problems; conducting consulting assignments; researching and presenting information; supporting the design of new services; assisting in policy development; undertaking survey initiatives; preparing written outputs; providing support for meetings and conferences; conducting outreach activities; leading field missions; coordinating budget-related activities; and reporting on project outcomes to stakeholders. The officer will also be expected to perform other duties as assigned, demonstrating flexibility and adaptability in a dynamic work environment.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in business administration, healthcare administration, management, information technology, or a related field. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. The position requires a minimum of five years of progressively responsible experience in project or programme management, administration, or a related area, with specific experience in a global healthcare environment and telehealth projects being essential.
Educational Background: An advanced university degree (master’s degree or equivalent) in relevant fields such as business administration, healthcare administration, management, or information technology is required. A first-level university degree may be accepted if accompanied by two years of qualifying experience in the specified fields.
Experience: The role requires a minimum of five years of progressively responsible experience in project or programme management, administration, or a related area. Candidates must have project management experience in a global healthcare environment, as well as medical or clinical implementation and research experience in Virtual Care or telehealth. Experience managing telehealth or digital health projects in complex, multi-stakeholder environments, particularly in post-conflict or humanitarian settings, is also required. Desirable experience includes analyzing and presenting information from diverse sources.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French is considered an asset for this role.
