Job Overview:
The National Coordinator position is a crucial role within the UNESCO Almaty Office, focusing on the implementation of a project funded by the Global Environment Facility (GEF). This project aims to strengthen the resilience of Central Asian countries by enabling regional cooperation to assess glacio-nival systems, which is essential for sustainable development and adaptation to climate change. The National Coordinator will provide comprehensive support to the Project Management Units (PMU) and will be responsible for financial oversight, contractual management, and communication with project partners in Uzbekistan. The role requires a proactive approach to problem-solving and the ability to coordinate various administrative activities related to the project. The incumbent will also be expected to contribute to the visibility of the project and ensure effective communication with stakeholders at the country level.

Duties and Responsibilities:
The National Coordinator will undertake a variety of duties, including:
  • Providing comprehensive management support for the project, ensuring compliance with objectives and expected outputs.
  • Troubleshooting common issues and reporting complex problems to the Project Manager.
  • Coordinating administrative activities, including mobilizing staff and consultants, maintaining project files, and managing procurement processes.
  • Supporting strategic planning of country-level activities in alignment with project work plans.
  • Assisting in organizing project-related meetings and events.
  • Contributing to the preparation of narrative reports and other documentation as required.
  • Serving as a liaison to national counterparts and civil society organizations.
  • Raising awareness about the project’s objectives and activities among stakeholders and the public.

  • Providing input for the Project Knowledge Management Platform and contributing to communication efforts to enhance project visibility. 1
  • Performing any other related tasks as assigned by the Project Manager.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or equivalent) in fields such as international development, public administration, management, or environmental studies. Alternatively, a first-level university degree (bachelor’s) combined with at least two years of relevant work experience is acceptable. Additionally, candidates should have a minimum of five years of progressively responsible professional experience in project implementation within natural sciences or related fields. Knowledge of sustainable management of natural resources and climate change adaptation is highly desirable, especially in the context of Central Asia. Experience working with government entities and public participation processes is also beneficial.

Educational Background:
The educational requirements for this position include an advanced university degree in relevant fields such as international development, public administration, or environmental studies. Candidates with a bachelor's degree may be considered if they have at least two years of additional relevant work experience. Specialized training or certification in administrative or secretarial fields is considered a desirable qualification.

Experience:
The position requires a minimum of five years of progressively responsible professional experience in project implementation, particularly in natural sciences or related fields. Candidates should demonstrate solid knowledge of sustainable management practices and climate change adaptation, ideally with experience in Central Asia. Familiarity with UN procedures and regulations is also advantageous, as is experience working with governmental and non-governmental organizations.

Languages:
Proficiency in English and Russian, both oral and written, is mandatory for this position. Knowledge of the Uzbek language is considered a desirable qualification, enhancing communication with local stakeholders and partners.

Additional Notes:
The contract for this position is initially for one year, with a three-month probation period. Extensions are possible based on performance and availability of funds. The position is open to external candidates, and only those entitled to work in Uzbekistan may apply. The salary for this role is set at a base monthly gross of USD 2,533, with additional contributions for medical and pension coverage. Candidates should be aware that the remuneration is subject to local income tax laws, and UNESCO does not reimburse any taxes incurred. Annual leave is granted at a rate of 2.5 working days for each completed month of service. The organization promotes a non-smoking environment and encourages women candidates to apply.
