Job Overview:
The National Roadmap Coordinator will lead the development of the Philippines’ SDG11 National Roadmap, which is crucial for achieving sustainable urban development goals. This position requires contextualizing and implementing a six-step process to prepare a comprehensive roadmap document that is participatory and evidence-based. The coordinator will work closely with the Department of Interior and Local Government (DILG) and other stakeholders to ensure that the roadmap aligns with national priorities and effectively addresses urban challenges. The role involves engaging with various stakeholders, conducting data audits, and facilitating workshops to gather input and feedback. The coordinator will also be responsible for ensuring that the roadmap is vetted and approved by the Government of the Philippines, thereby contributing to the global agenda for sustainable urban development.

Duties and Responsibilities:
The National Roadmap Coordinator will have several key responsibilities, including:
  • Governance: Overseeing the SDG11 Roadmap development process through an advisory group led by an executive-level representative from DILG.
  • Context Setting: Establishing the urban context at the national level, ensuring it is evidence-based and agreed upon by the high-level committee.
  • Data Inventory and Policy Mapping: Identifying focal points for each SDG11 target and assessing relevant national stakeholders to ensure effective target assessment.
  • Progress Analysis and Prioritization: Analyzing qualitative and quantitative data to assess progress on SDG11 targets, integrating stakeholder perceptions and historical data.
  • Implementation and Partnerships: Developing locally applicable implementation pathways for each target, focusing on activities and investments that will drive progress towards achieving SDG11 by 203
  • Monitoring and Reviewing Progress: Establishing a transparent monitoring and evaluation framework to assess target-level progress and the effectiveness of implemented initiatives. The coordinator will also facilitate workshops and consultations with stakeholders to gather insights and feedback throughout the process.

Required Qualifications:
Candidates must possess an advanced degree in urban planning, sustainable development, social or natural sciences, or a related discipline. A minimum of 15 years of experience in sustainable urban development is required, with specific experience related to SDG11 in the Philippines. Previous collaboration with DILG or other national government institutions on sustainable urban development topics is essential. Familiarity with SDG11 tools for cities in the Philippines will be considered a distinct advantage. Strong analytical and communication skills are necessary to effectively engage with stakeholders and present findings.

Educational Background:
The position requires an advanced degree in a relevant field such as urban planning, sustainable development, or social/natural sciences. This educational background is crucial for understanding the complexities of urban development and the implementation of sustainable practices in line with SDG11.

Experience:
The ideal candidate should have at least 15 years of professional experience in sustainable urban development, with a focus on SDG11-related initiatives in the Philippines. This experience should include working with government institutions, particularly DILG, and engaging in projects that promote sustainable urban practices and policies. A proven track record of leading similar initiatives and collaborating with diverse stakeholders is essential for success in this role.

Languages:
Fluency in English and Tagalog is mandatory, both in writing and speaking. This bilingual proficiency is crucial for effective communication with local stakeholders and for the preparation of documents and reports related to the SDG11 National Roadmap. Knowledge of additional languages may be beneficial but is not required.
