Job Overview:
The Grants Officer position is integral to the UNDP's Malaysia Multi-Country Office (MCO) Operations Team, specifically within the Programme Services sector. The role involves providing operational support throughout the entire lifecycle of grant management, ensuring that all activities align with UNDP policies and procedures. The Grants Officer will be responsible for effective planning, implementation, monitoring, and reporting of small grants, which are crucial for enhancing the lives of communities in Malaysia. This position requires collaboration with various teams, including programme services, project teams, and regional counterparts, to ensure that grants are managed efficiently and effectively. The Grants Officer will also play a key role in capacity building and knowledge sharing among grantees and stakeholders, contributing to the overall success of UNDP's initiatives in the region.

Duties and Responsibilities:
The Grants Officer will undertake a comprehensive set of duties, including:
  • Grant Management: Provide strategic and operational support for the grant-making process, including performance management, technical evaluations, and monitoring of grantee performance. Prepare documentation for shortlisted proposals and assist in the evaluation of bids.
  • Financial Management: Support the review of grant budgets and financial reports, monitor financial aspects of projects, and coordinate with project teams on audit processes.
  • Monitoring and Evaluation: Develop and maintain monitoring and evaluation frameworks, conduct regular progress reviews, and compile grant performance results for reporting purposes.
  • Knowledge Building: Facilitate knowledge exchange among stakeholders, organize capacity-building sessions, and develop guidance materials to support grantees. The Grants Officer will also perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Business Administration, Economics, Finance, Political Science, or Development Studies. Alternatively, a first-level university degree (bachelor’s degree) combined with two years of relevant experience will be considered. The role requires strong analytical skills, attention to detail, and the ability to work collaboratively with diverse teams. Familiarity with grant management systems and UNDP policies is advantageous, as is experience in financial monitoring and compliance.

Educational Background:
The educational background required for this position includes an advanced university degree (master's degree or equivalent) in fields related to business, economics, finance, political science, or development studies. A first-level university degree (bachelor’s degree) may be accepted if accompanied by two years of relevant professional experience. This educational foundation is essential for understanding the complexities of grant management and project implementation in a development context.

Experience:
The level of experience required varies based on educational qualifications. Applicants with a master's degree are not required to have prior professional experience, while those with a bachelor's degree must have at least two years of relevant experience in grants management, project implementation, or financial reporting within the development sector. Experience with international organizations or donor agencies is highly desirable, as is familiarity with enterprise resource planning systems and monitoring and evaluation tools.

Languages:
Fluency in English and the national language, Bahasa Melayu, is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in enhancing communication with diverse stakeholders and partners.
