Job Overview:
The BRACE Operations Manager will play a crucial role in the successful implementation of the Building the Climate Resilience of Children and Communities through the Education Sector (BRACE) initiative in Tonga. This full-time, maximum term position is based in Nuku’alofa and involves leading the operational functions of the project. The Operations Manager will ensure that robust systems and processes are in place for finance, procurement, human resources, risk management, and general administration. The role requires close collaboration with the Team Leader and Project Management Unit (PMU) staff to support strategic planning and operational coordination, ultimately contributing to the resilience of children and communities in the face of climate change. The successful candidate will be responsible for overseeing logistical planning for project activities, financial management, and human resources management, while also promoting the values of the Government of Tonga and Save the Children.

Duties and Responsibilities:
The Operations Manager will have a comprehensive set of responsibilities, including but not limited to:
  • Leading the operational functions of the BRACE Project, ensuring effective systems for finance, procurement, HR, and administration.
  • Collaborating with the Team Leader and PMU staff to support strategic planning and operational coordination.
  • Overseeing logistical planning for project activities, including workshops, field missions, and stakeholder engagements.
  • Managing financial aspects of the project, including financial reporting, budgeting, and expenditure tracking.
  • Coordinating human resources management, including recruitment, onboarding, performance management, and professional development planning.
  • Ensuring compliance with donor requirements and risk management frameworks.
  • Role modeling the values of the organization and promoting values-based leadership within the team.

Required Qualifications:
Candidates for the Operations Manager position must possess a minimum of five years of substantial experience in operations management, particularly within development or climate resilience programs. Proven experience in finance, procurement, human resources, and administration in donor-funded projects is essential. A strong understanding of compliance frameworks and risk management is also required. Additionally, candidates should demonstrate excellent organizational and coordination skills, as well as strong interpersonal and communication abilities, particularly in working with government and donor stakeholders.

Educational Background:
The ideal candidate should have a relevant degree in a field such as business administration, project management, or a related discipline. Advanced qualifications or certifications in project management or operations management would be advantageous and demonstrate a commitment to professional development in this area.

Experience:
The position requires a minimum of five years of relevant experience in operations management, specifically within the context of development or climate resilience programs. Candidates should have a track record of successfully managing operational functions in complex projects, particularly those funded by international donors.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with stakeholders. Knowledge of Tongan or other Pacific languages would be considered an asset, enhancing communication with local communities and stakeholders.
