Job Overview: The consultant will provide technical support for the implementation of a comprehensive Primary Health Care (PHC) Leadership and Management Training Program across several Eastern Mediterranean Region (EMR) countries, including Libya, Iraq, Jordan, Egypt, and Syria. The primary goal of this consultancy is to develop a cadre of competent national trainers who will subsequently train PHC leaders and managers at various levels. This initiative aims to strengthen leadership and management capacities to advance Universal Health Coverage (UHC) and improve health outcomes. The consultant will be responsible for leading the preparatory phase, which includes conducting a Training Needs Assessment (TNA), developing and adapting the training curriculum, and preparing trainers. The consultant will also coordinate the delivery of the Training of Trainers (TOT) program, ensuring that it aligns with WHO guidelines and is tailored to the specific contexts of the member states. This role is crucial in transitioning health systems from a hospital-centric model to a more integrated PHC-oriented approach, which is essential for achieving equitable and effective health service delivery.
Duties and Responsibilities: The consultant's duties will include:
Leading the preparatory phase of the training program, including conducting a Training Needs Assessment (TNA) to identify the specific training needs of PHC leaders and managers.
Developing and adapting a modular PHC Leadership & Management curriculum that aligns with WHO guidelines and is tailored to the local context of each member state.
Preparing and training national trainers who will deliver the training to PHC managers at various levels.
Coordinating with WHO Country Offices and Ministries of Health to organize and facilitate the TOT program.
Conducting follow-up meetings and liaising with stakeholders to ensure effective implementation of the training program.
Producing session briefs, training materials, and reports on the outcomes of the TNA and TOT delivery, along with recommendations for future improvements.
Required Qualifications: The position requires a Master's degree in public health, health systems, primary health care, or a related field. Candidates must have strong experience in implementing PHC-oriented reforms and capacity building in low- and middle-income countries. Additionally, excellent knowledge of health systems, service delivery, and PHC-oriented reforms is essential. Candidates should possess excellent facilitation, mentoring, and communication skills, along with good project management experience.
Educational Background: Candidates must hold a Master's degree in public health, health systems, primary health care, or a related field. This educational background is crucial for understanding the complexities of health systems and the necessary reforms needed to strengthen PHC leadership and management.
Experience: Candidates should have between 5 to 10 years of relevant experience in health systems strengthening, particularly in the context of PHC leadership and management. International experience is a requirement for this consultancy role, as it involves working across multiple countries in the EMR.
Languages: The essential language requirement for this position is expert-level proficiency in English (reading, writing, and speaking). A working knowledge of Arabic is desirable, as it will facilitate communication and training in the member states where Arabic is the primary language.
Additional Notes: The consultant will work at WHO/EMRO, with potential travel to member states in the EMR as needed. The remuneration for this position is classified as Band B.
