  • With extensive experience in the country, ACF has adapted its actions to respond to the changing context by applying both emergency approaches, such as rapid response mechanisms to population movements, and early recovery and development strategies tailored to the specific zones and needs. The projects are primarily multisectoral and are designed for urban and rural populations as well as displaced individuals, focusing on four areas of expertise: Nutrition-Health; Mental Health and Care Practices; Water, Sanitation and Hygiene; and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Livelihoods. ACF is renowned for its technical expertise, emergency response capacity, and in-depth knowledge of the local terrain, which has fostered a high level of acceptance among beneficiaries, enhancing the safety of its deployed teams. The CAR mission currently operates from three operational bases (Bouar, Bossangoa, Alindao) and a sub-base in Ngaounadaye under Bouar, along with an Operations/Emergency base in Bangui. The team comprises approximately 300 national employees and 35 expatriates.

Job Overview:
In this role, under the supervision of the Field Coordinator, your primary mission will be to ensure the logistical, financial, and HR management of the base while adhering to the defined procedures for the mission and ACF's regulations to provide optimal support to the programs at the Bouar & Ngaoundaye Base. You will be responsible for overseeing the activities, implementing and ensuring the performance of the supply chain and general means, managing IT, networks, and telecommunications performance, contributing to security management, overseeing the base's accounting and cash management, and managing human resources. Additionally, you will implement and monitor collaboration and coordination in logistics, finance, budgeting, and HR with mission partners, ensure proper budgetary and financial management of the base, and supervise and support the Logistics, Finance, and HR teams at the base.

Duties and Responsibilities:
Your duties will include:
  • Leading the logistical activities of the base.
  • Implementing and ensuring the performance of the supply chain and general means.
  • Managing the performance of IT, networks, and telecommunications.
  • Contributing to security management at the base.
  • Overseeing the accounting and cash management of the base.
  • Managing human resources effectively.
  • Implementing and monitoring collaboration and coordination in logistics, finance, budgeting, and HR with mission partners.
  • Ensuring proper budgetary and financial management of the base.
  • Supervising and supporting the Logistics, Finance, and HR teams at the base.

Required Qualifications:
You are required to hold a degree in Logistics, Finance, or Human Resource Management. You should have at least 2 years of experience in a similar position, ideally within ACF. Proficiency in Office Suite, LINK, SAGA, and/or HOMERE is essential. You must be recognized for your rigor, flexibility, autonomy, and ability to work in a volatile context. Fluency in French, both spoken and written, is mandatory.

Educational Background:
A degree in Logistics, Finance, or Human Resource Management is required for this position. This educational background is crucial for understanding the complexities of managing logistics, finances, and human resources in a challenging environment.

Experience:
A minimum of 2 years of experience in a similar role is required. This experience should ideally be within the context of humanitarian work or with ACF, providing you with the necessary skills to manage logistics, finance, and HR effectively in a field setting.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication within the organization and with local partners. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The position is a fixed-term contract under French law for 12 months, starting on 10/12/202
  • The gross monthly salary ranges from €2130 to €2475, depending on experience, and includes a 13th month. Non-French citizens will receive a retirement insurance reimbursement of 16% of the gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Monthly per diem and living expenses amount to €729 net, paid on the ground, along with a monthly contextual allowance of €45
  • An annual child allowance of €1500 per child is provided, with a maximum of €6000 per year. Transportation and accommodation are covered, and medical coverage includes 100% of health contributions and repatriation insurance, as well as medical expenses for up to one month after the contract ends. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days per year, with travel costs covered to the chosen break zone and a flat rate of €215 per RnR.
