Job Overview: The consultant will work under the guidance and direct supervision of UN Women’s Political Participation Advisor, collaborating closely with the Programme Associate and other colleagues from the Regional Office for the Arab States (ROAS) and UN Women Headquarters. The consultant's role will involve providing technical inputs to build partnerships and resource mobilization strategies, as well as monitoring and reporting on the Dare to Care regional programme. The consultant will be responsible for preparing documentation such as project summaries, conference papers, and donor profiles, participating in partner meetings, and monitoring the progress of activities and finances using results-based management tools. Additionally, the consultant will support the operations and management of finances for the Dare to Care programme, ensuring compliance with UN Women policies and procedures, and providing technical support to the governance portfolio.
Duties and Responsibilities:
Provide technical inputs to building partnerships and resource mobilization strategies for the Dare to Care regional programme.
Prepare relevant documentation including project summaries, conference papers, briefing notes, speeches, and donor profiles.
Participate in partner meetings and public information events as delegated.
Monitor the progress of implementation of activities and finances using results-based management tools.
Draft reports and minutes on team meetings and monitoring missions.
Provide substantive inputs to the preparation of donor and UN Women reports.
Support the operations and management of finances for the Dare to Care regional programme, including monitoring budget implementation and making necessary budget revisions.
Manage payments, travel arrangements, and participate in review meetings to assess the managerial and operational capacities of implementing partners.
Ensure adherence to corporate policies and systems within the Dare to Care programme.
Required Qualifications:
Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience in supporting development programme/project operations and financial management is required.
Experience in the inclusion of disadvantaged groups, particularly in disability inclusion, is required.
Proficiency in using computers and office software packages (MS Word, Excel, etc.) and experience with web-based management systems is required.
Experience with a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Prior experience in the UN system is desirable.
Educational Background: The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be considered an added advantage.
Experience: The consultant must have at least 2 years of progressively responsible work experience in areas such as programme administration, financial management, coordination, monitoring and evaluation, donor reporting, and capacity building specifically in the field of gender equality and women’s empowerment. Experience in supporting development programme/project operations and financial management is essential, along with experience in the inclusion of disadvantaged groups, particularly in disability inclusion. Familiarity with computers and office software packages, as well as web-based management systems, is required. Experience with a modern web-based ERP System, preferably Oracle Cloud, is desirable, and prior experience in the UN system is also a plus.
Languages: Fluency in English is required for this position. Additionally, fluency in Arabic and/or French is desirable, which would enhance communication and collaboration within the diverse teams and stakeholders involved in the projects.
Additional Notes: This consultancy is a full-time, office-based position located at the UN Women Regional Office for the Arab States in Cairo, Egypt. The consultant may be required to undertake work missions across the Arab States region, with costs covered by the Dare to Care regional programme.
