Job Overview: The National Consultant will play a crucial role in supporting the authorities of the Federation of Bosnia and Herzegovina in strengthening institutional mechanisms for the protection and support of survivors of violence. This position involves developing a comprehensive methodology for calculating accommodation costs in safe houses, which is essential for ensuring sustainable financing and equitable access to services for survivors. The consultant will work closely with the UN Women Programme Management Specialist and the EVAW Protection Coordinator, as well as relevant governmental institutions and safe house representatives. The consultant's work will include conducting an analytical overview of existing frameworks, developing cost structure models, and drafting methodologies and rulebooks that align with federal legislation and social protection standards. The consultant will also engage in a consultative process to gather feedback and finalize the deliverables, ensuring that the methodology is practical and effective in addressing the needs of survivors.
Duties and Responsibilities: The consultant will be responsible for delivering several key products, including:
A comprehensive Analytical Report that provides an overview of the legal, institutional, and financial frameworks for financing safe houses in the Federation of Bosnia and Herzegovina.
Identification of existing cost calculation models and key challenges in practice.
Development of a cost structure model that distinguishes between fixed and variable costs, including minimum standards for various expenses.
Preparation of an analytical framework for calculating optimal accommodation costs per beneficiary per day, with adjustments based on the size and capacity of safe houses.
Conducting a comparative analysis of regional and EU practices, particularly focusing on methodologies from Slovenia and similar countries.
Drafting the Methodology and Rulebook on accommodation cost calculations in safe houses, ensuring compliance with federal legislation.
Engaging in a consultative process to present draft documents to relevant institutions, collect feedback, and finalize the methodology and rulebook.
Submitting final documentation, including the validated methodology, rulebook, and a summary of the consultation process with key recommendations.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in economics, public administration, social policy, or a related field. Alternatively, a first-level university degree in the same fields combined with two additional years of relevant professional experience may be accepted. The position requires at least five years of progressively responsible professional experience in social work, social policy development, or economic analysis of social services. Proven experience in developing methodologies, cost analyses, or financial models related to social protection or service provision for vulnerable groups is essential. Additionally, candidates should have experience working with governmental institutions on budgeting and social protection systems, as well as a demonstrated ability to produce high-quality analytical reports or policy documents in relevant areas.
Educational Background: A Master’s degree or equivalent in economics, public administration, social policy, or a related field is required. Languages: Excellent communication and written skills in B/C/S are mandatory for this position. Proficiency in English is considered an asset, which may enhance the candidate's ability to engage with international stakeholders and resources. The ability to communicate effectively in both languages is essential for the successful completion of the consultancy's deliverables.
Additional Notes: This consultancy is home-based, meaning that the consultant is not required to be present at UN Women premises or travel to complete the assignment. The consultant will be expected to report regularly on the progress of deliverables and to allow time for UN Women to review and provide feedback on the work. All deliverables must be submitted in B/C/S language, and the final versions are due by December 18, 202
