Job Overview: The Programme Associate position is integral to the Local Development & Urban Economy Policies Programme within the Egypt Country Programme/ROAS. The role involves supporting the planning and implementation of various activities related to local development and urban economy policies. The Programme Associate will work closely with the Programme Officer and will be responsible for a range of tasks including research, data analysis, budget preparation, and project monitoring. The position requires a proactive approach to problem-solving and the ability to work independently while also collaborating with various stakeholders. The Programme Associate will be expected to demonstrate a strong understanding of urban planning and local governance issues, contributing to the overall effectiveness of the programme.
Duties and Responsibilities: The Programme Associate will have a diverse set of responsibilities, including but not limited to: assisting in the planning and implementation of programme activities, conducting research and data analysis, coordinating project proposals and budget submissions, monitoring and evaluating project progress, and preparing reports. The role also involves liaising with various organizational units to facilitate project implementation, maintaining accurate records and databases, and drafting correspondence related to programme administration. The Programme Associate will serve as a focal point for coordination and will provide guidance and training to junior staff. Additionally, the position requires regular interaction with programme managers and other stakeholders to ensure effective communication and collaboration.
Required Qualifications: Candidates must possess a high school diploma as a minimum requirement, with a first university degree in Urban/Regional planning, management, social sciences, engineering, economics, or a related field being highly desirable. The role requires a strong understanding of programme/project administration and the ability to apply good judgment in various situations. Candidates should demonstrate professionalism, effective communication skills, and the ability to work collaboratively in a team environment. Knowledge of gender perspectives and the ability to incorporate them into work is also essential.
Educational Background: The educational background required for this position includes a high school diploma, with a preference for candidates holding a first university degree in relevant fields such as Urban/Regional planning, management, social sciences, engineering, or economics. This educational foundation is crucial for understanding the complexities of urban development and local governance, which are central to the role.
Experience: A minimum of six years of progressively responsible experience in programme or project administration, technical cooperation, or international development is required. However, this requirement is reduced to five years for candidates with a first-level university degree or higher. Previous experience in sustainable urban development and familiarity with the socio-political context of the local area are advantageous. Experience working with the United Nations or other international agencies is also considered an asset, as it demonstrates an understanding of the organizational culture and operational procedures.
Languages: Fluency in oral and written English and Arabic is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, as it is one of the official languages of the UN. Proficiency in another official UN language would be considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.
Additional Notes: The contract type for this position is an Individual Contractor Agreement (ICA), specifically at the Local ICA Support level
