Job Overview: The Program Manager position at the IRC is pivotal in overseeing the Refugee Cash and Medical Assistance (CMA) program and Refugee Support Services (RSS) program in Kansas. This role is responsible for ensuring that the programs meet the quality standards set forth by the Office of Refugee Resettlement (ORR) and that clients have access to the necessary services. The Program Manager will engage in quality assurance activities, provide training, interpret policies, and monitor program implementation. Additionally, the role involves drafting donor reports and maintaining program manuals and materials. The Program Manager will also lead the Wilson Fish TANF Coordination project, ensuring compliance with federal regulations and effective program delivery. This position is a limited-term role, set to conclude on September 30, 2026, and reports directly to the Senior Program Officer while collaborating with other staff members as needed.
Duties and Responsibilities: The Program Manager will undertake a variety of responsibilities, including but not limited to: supporting the strategic planning and design of ORR-funded integration programs, assisting in the development of annual plans for submission to ORR, and contributing to funding applications. The role requires monitoring program quality and client access, ensuring compliance with federal and state regulations, and conducting regular program evaluations. The Program Manager will also coordinate training for partners, facilitate communication among stakeholders, and support the development of program reports. Engaging with community partners and maintaining relationships with state offices and private stakeholders is essential for successful program implementation. The role may also involve administrative tasks and other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a four-year college degree in a relevant field and have 2-3 years of experience in federal program oversight, particularly with ORR programs. Experience in monitoring, compliance, and reporting is essential, along with 1-2 years of people management experience. Familiarity with refugee populations or similarly vulnerable groups is strongly preferred.
