Job Overview:
The Manager position within the World Bank Group's Information and Technology Solutions (ITS) Vice Presidency is a pivotal role that focuses on leveraging technology to enhance development impact. The selected candidate will lead the Development Finance Technology and Financial Engineering (ITSFE) division, which is responsible for delivering IT solutions for the Development Finance (DFI) Vice Presidency and other finance-related functions. This role requires a strategic mindset to engage with business partners, develop a multi-year technology roadmap, and ensure that technology solutions align with the broader objectives of the WBG. The Manager will also be responsible for building a Financial Engineering capability that emphasizes financial modeling, data science, and quantitative analysis, thereby driving innovation and efficiency within the organization.

Duties and Responsibilities:
The Manager will have a comprehensive set of responsibilities, including:
  • Business Engagement & Strategic Planning: Collaborate with business partners to create and execute a technology roadmap for the DFI portfolio, ensuring alignment with ITS strategy and WBG objectives. Act as a trusted advisor, influencing technology decisions and maintaining a deep understanding of business and technology trends.
  • Program Delivery: Lead the planning, design, and deployment of systems supporting DFI functions, manage the delivery of the DFI solutions portfolio, and ensure optimal system performance through enhancements and updates.
  • Leadership and Talent Management: Mentor IT staff, integrate work across teams, and develop strategies to attract and retain top IT talent.
  • Specific First Year Accountabilities: Successfully deliver the assigned capital program, establish effective teams, improve psychological safety, and enhance financial modeling capabilities.

Required Qualifications:
Candidates must possess a combination of technical understanding, finance domain expertise, and proven leadership skills. A Master's degree in finance, computer science, or a related field is required, along with at least 12 years of relevant experience or an equivalent combination of education and experience. Strong organizational skills, business judgment, and the ability to deliver results under pressure are essential. Expertise in business process transformation, lean methodologies, and the use of automation and AI to improve outcomes is also required. Excellent communication skills and the ability to lead multidisciplinary teams in a global context are crucial.

Educational Background:
A Master's degree in finance, computer science, or a related field is mandatory for this position. Candidates with relevant certifications such as CFA, FRM, or CPA will have an advantage. Additional certifications in areas such as Lean Portfolio Management, Digital Transformation, or Change Management are also beneficial.

Experience:
The position requires substantial experience in leading large enterprise-level engagements and managing sizable teams, including staff, vendors, and contractors. Candidates should have a proven track record of delivering results in dynamic environments and adapting to changing corporate objectives.

Languages:
The mandatory language for this position is English. While no additional languages are specified as preferred, proficiency in other languages may be considered an asset.
