Job Overview:
The Government Liaison and Capacity Development Officer will play a crucial role in supporting the liaison functions between IOM and various governmental and parliamentary stakeholders in Ukraine. This position involves working closely with the Chief of Mission and the Head of Partnerships Unit to facilitate communication and collaboration on IOM’s humanitarian, early recovery, and development programming. The incumbent will be responsible for establishing and maintaining contacts with relevant governmental partners, ensuring effective information collection and sharing, and identifying opportunities for advancing policies and frameworks relevant to IOM’s mandate. The role requires a proactive approach to advocacy, capacity building, and the development of initiatives that align with IOM’s priorities and government requests. The officer will also be tasked with monitoring the evolving security" style="border-bottom: 1px dotted #007bff !important;">security situation in Ukraine and its impact on population movements, ensuring that the Country Office is informed of local and international developments that may affect IOM operations.

Duties and Responsibilities:
  • Support the establishment and maintenance of contacts with governmental partners and the Parliament of Ukraine.
  • Provide specialized administrative and technical support to the Policy Liaison Unit (PLU) in implementing program activities.
  • Coordinate logistical arrangements for events, conferences, meetings, and training sessions involving government counterparts.
  • Collaborate with the Resource Management team and project staff to resolve operational issues and facilitate information exchange.
  • Monitor the security situation in Ukraine and its impact on population movements, reporting developments to the Country Office.
  • Assist in advocacy efforts with governmental partners on key topics relevant to IOM’s mandate.
  • Develop and implement PLU initiatives that respond to IOM’s priorities and government requests.
  • Draft correspondence, reports, briefing notes, and other materials as required.
  • Perform additional duties as assigned by the supervisor.

Required Qualifications:
  • Bachelor’s degree in Political Science, Social Sciences, Business Administration, Law, or International Relations with at least five years of relevant professional experience, or a Secondary/High School Diploma with seven years of relevant experience.
  • Good knowledge of migration governance issues in Ukraine, including migration policy and legislation.
  • Experience in liaising with government entities and other stakeholders such as UN agencies and civil society.
  • Understanding of government institutions at both central and local levels.
  • Experience in project development and report writing in development or conflict settings.
  • Strong technical writing, editing, and reporting skills in English.
  • Familiarity with the political climate in Ukraine and experience with international organizations is an asset.

Educational Background:
Candidates must possess a Bachelor’s degree or equivalent in relevant fields such as Political Science, Social Sciences, Business Administration, Law, or International Relations from an accredited institution. Alternatively, candidates with a Secondary/High School Diploma and extensive relevant experience may also be considered.

Experience:
The position requires at least five years of relevant professional experience for candidates with a Bachelor’s degree, or seven years for those with a Secondary/High School Diploma. Candidates should have experience in migration governance, liaising with government entities, and working in development or humanitarian contexts. Familiarity with the workings of the Parliament and experience in project development and report writing are essential.

Languages:
Fluency in English and Ukrainian is required, both oral and written. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is subject to local recruitment, and only candidates with a valid residence and work permit for Ukraine will be considered. The appointment will be contingent upon medical fitness certification and verification of residency and visa requirements. IOM has a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process. Recommended candidates may remain eligible for similar positions for up to 24 months.
