The organization aims to promote humane and orderly migration for the benefit of all, focusing on the needs of migrants and the communities they come from and go to. IOM's mission includes providing support to governments in managing migration effectively and ensuring that the rights of migrants are protected.
Job Overview: The consultant will be tasked with developing a strategic and actionable roadmap to assist the Ministry of Expatriates’ Welfare and Overseas Employment (MoEWOE) and key stakeholders in expanding overseas employment opportunities for Bangladeshi labor migrants. This involves conducting comprehensive studies and analyses, assessing labor demand, identifying skills gaps, and analyzing migration trends. The roadmap will serve as a foundational tool for the Government of Bangladesh, recruitment agencies, and migrants, enabling them to make informed decisions regarding labor migration. The consultant will work under the Prottasha II project, which aims to strengthen service delivery systems for improved migration management and sustainable reintegration, funded by the European Union.
Duties and Responsibilities: The consultant will be responsible for delivering several key reports and analyses as part of their contract. The first deliverable is an inception report that outlines the work plan and methodology, due within one week of signing the agreement. The second deliverable is a situational analysis report on current and potential market expansion, which must be submitted within three weeks. The third deliverable is a draft roadmap that outlines opportunities, strategies, and recommendations for market expansion, due within five weeks. The final deliverable is a finalized roadmap report that incorporates feedback from MoEWOE and stakeholders, to be submitted within six weeks. Additionally, the consultant will develop performance indicators for evaluating labor market dynamics, propose tools and approaches for assessments, facilitate multi-stakeholder consultations, and create a structured roadmap with strategies for successful expansion into new markets.
Required Qualifications: Candidates must possess a Master’s degree in social science or a related field, with relevant experience in research, particularly in international migration, market research, or policy analysis. Familiarity with the Bangladeshi migration context is highly desirable. The consultant should demonstrate exceptional analytical, communication, and stakeholder engagement skills, which are critical for the successful execution of the project.
Educational Background: A Master’s degree in social science or a related field is required for this position. This educational background should be complemented by relevant experience in research methodologies and practices, particularly those related to migration and labor market analysis.
Experience: The consultant should have substantial experience in international migration, market research, or policy analysis. Experience working within the Bangladeshi migration context is highly desirable, as it will provide valuable insights into the specific challenges and opportunities present in this field. The consultant should also have a proven track record of delivering similar assignments successfully.
Languages: Proficiency in both English and Bengali is mandatory for this position, as effective communication with stakeholders and the preparation of reports will require fluency in these languages. Additionally, knowledge of IOM’s official languages, which include French and Spanish, is considered a plus, although not mandatory. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The consultancy is subject to funding confirmation, and the appointment will require certification of medical fitness, verification of residency, visa, and necessary authorizations by the relevant government authorities. IOM provides coverage for occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational issues. The organization maintains a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
