Job Posting Organization: The UNOPS South East Asia and Pacific Multi-Country Office (EAPMCO) was established in January 2023, following the merger of the Thailand Multi-Country Office and the Cambodia Multi-Country Office. EAPMCO supports, develops, and oversees a portfolio of projects across 24 countries in North East Asia, South East Asia, and the Pacific. The office is headquartered in Bangkok and comprises eight operational clusters, including EAPMCO Thailand, Indonesia, Pacific Operations, Papua New Guinea, China, Vietnam, Mekong, and the Philippines. In 2024, EAPMCO implemented projects worth over USD 80 million in various sectors such as Energy Transition, Digital Transformations, SustainableEnvironmental Management, Climate Change, Waste Management, Rule of Law, and Health. The office is responsible for providing strategic direction, operational support, and ensuring quality standards across all locations.
Job Overview: The PMO Senior Analyst position is integral to the Project Management Office (PMO) under the Programme Management Unit (PMU) at EAPMCO. The PMO is tasked with supporting the Multi-Country Office (MCO) in delivering successful projects by providing oversight, advice, and guidance. The role involves ensuring compliance with UNOPS policies and processes, contributing to the improvement of project management practices, and fostering a culture of excellence in project delivery. The incumbent will work closely with the Head of PMO to enhance project success rates and implement PMO standards and best practices. This position offers exposure to a diverse portfolio of projects and interaction with various stakeholders, making it a unique opportunity to contribute to the strategic oversight of project management within a dynamic multi-country office.
Duties and Responsibilities: The PMO Senior Analyst will be responsible for a variety of functions including development and planning, project setup and closure, monitoring and reporting, oversight and quality assurance, knowledge management, and data management. Specific duties include providing support during project engagement development, ensuring compliance with project governance standards, assisting in project planning, monitoring project status against performance criteria, conducting quality assurance activities, and contributing to capacity-building initiatives. The role also involves developing data-driven reports to guide management decisions and supporting project managers in identifying data analysis needs. The incumbent will play a crucial role in ensuring project compliance and driving continuous improvement in project management across the EAPMCO.
Required Qualifications: Candidates must possess a minimum advanced university degree (Master’s or equivalent) in Project Management, Finance, Business Administration, Engineering, International Relations, or a related field. Alternatively, a first university degree (Bachelor’s or equivalent) with two additional years of relevant experience or completion of high school with six additional years of relevant experience may be considered. A full working knowledge of English is required, and a PRINCE2® certification is an asset. Candidates should demonstrate experience in project management, financial management, data analysis, and familiarity with UNOPS procedures is considered an asset.
Educational Background: The educational requirements for this position include an advanced university degree (Master’s or equivalent) in relevant fields such as Project Management, Finance, Business Administration, Engineering, or International Relations. Candidates with a Bachelor’s degree and additional relevant experience or those with a high school diploma and extensive relevant experience may also be considered. The role requires a strong foundation in project management principles and practices, as well as familiarity with data analysis and reporting tools.
Experience: A minimum of two years of relevant and progressive professional experience in project management, project support, financial management, or project implementation support is required. Candidates should have demonstrated experience with data analysis, management, and project reporting. Experience in a PMO environment or roles with oversight functions is advantageous, as is knowledge of Google Suite applications and ERP systems. Experience managing projects in the international development context is also beneficial.
Languages: Full working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of the diverse regions covered by EAPMCO.
Additional Notes: The contract type for this position is an International Individual Contract Agreement (IICA), with a level of ICS-9/IICA 1/LICA
The contract duration is ongoing with the possibility of extension based on organizational requirements, availability of funds, and satisfactory performance.
