Job Overview: The Senior Policy and Liaison Associate will operate under the direct supervision of the Regional Policy and Liaison Officer (RPLO) and will play a crucial role in supporting the Regional Policy and Liaison Unit (RPLU). This position is integral to providing technical guidance on policy and strategic engagement with both internal and external partners. The incumbent will be responsible for coordinating with various Regional Thematic Units (RTUs) and providing support to Country Offices (COs) in developing evidence-based policy guidance and engaging with external partners. The role requires a proactive approach to capacity building, training, and technical support in policy development, particularly in relation to the UN Network for Migration (UNNM) and the Global Compact for Migration (GCM). The Senior Policy and Liaison Associate will also assist in the development of project proposals and internal reports, ensuring that the RPLU functions effectively even in the absence of the RPLO.
Duties and Responsibilities: The duties and responsibilities of the Senior Policy and Liaison Associate include supporting the RPLO in capacity building and training initiatives for Country Offices and Member States in the region. The incumbent will engage with external partners, including regional UN agencies and donors, to foster collaboration on IOM priorities. They will also assist in developing project proposals related to policy, research, and international migration law. The role involves serving as a resource for COs by providing insights on policy developments and best practices. Additionally, the incumbent will contribute to knowledge management processes, coordinate requests from partners, and participate in relevant workshops and meetings. Other duties may be assigned as necessary.
Required Qualifications: Candidates must possess a Bachelor’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field, along with four years of relevant professional experience. Alternatively, a High School diploma with six years of relevant experience is acceptable. Experience in migration issues, project management, policy development, and liaison with governmental and non-governmental entities is essential. Strong writing and analytical skills, as well as the ability to manage constructive criticism and promote continuous learning, are also required.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as Political or Social Sciences, Business Administration, Migration Studies, International Relations, or Law. Accredited universities recognized by the UNESCO World Higher Education Database are preferred. Candidates with a High School diploma must have additional relevant experience to qualify.
Experience: The position requires significant experience in the field of migration, including operational and field experience. Candidates should have a demonstrated track record in project management, policy development, and liaison activities. Experience in engaging with governmental authorities and other institutions, as well as work experience in policy development within the region, is considered an asset.
Languages: Fluency in English and Thai is mandatory for this position, both oral and written. Knowledge of any other regional language is desirable and may enhance a candidate's application. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
