Job Overview:
The Finance Manager plays a crucial role in overseeing the financial operations for the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Uganda. This position requires strategic financial leadership, ensuring that financial practices align with the division's goals. The Finance Manager is responsible for managing the budgeting and forecasting processes, overseeing financial reporting, and ensuring the accuracy and integrity of financial data. This role involves developing and reviewing advanced financial models, conducting variance analysis, and driving financial decision-making. Additionally, the Finance Manager manages the financial aspects of sub-recipient monitoring, ensuring compliance with donor and organizational requirements, and addressing any financial issues that arise. The position also includes resource management, optimizing resource allocation to support strategic priorities for the project, and overseeing financial systems and tools to ensure they meet the division's needs. Risk management is another key aspect of this role, where the Finance Manager develops strategies to mitigate financial risks and leads a team of analysts, fostering their development and performance.

Duties and Responsibilities:
The Finance Manager's duties include overseeing data collection and ensuring accuracy, interpreting complex analyses for decision-making, reviewing and approving monthly financial reports, finalizing financial reports for funders, and overseeing the budgeting and forecasting process. The Finance Manager is responsible for monitoring and approving all budgeted project expenditures, serving as the official approver for project expenditures, and approving and reviewing financial models. They also oversee variance analysis, ensuring action on recommendations, and collaborate with project managers to determine the resources required to complete projects. The Finance Manager communicates financial insights and compliance, provides recommendations to senior management, and participates in financial reporting for project annual workplans and budget planning. They coach and mentor financial analysts and country finance staff, manage financial systems and tools, and ensure compliance with donor and organizational requirements. The role requires broad conceptual judgment, initiative, and the ability to deal with a wide range of finance issues, while maintaining confidentiality and keeping abreast of the latest trends in financial accounting.

Required Qualifications:
Candidates must possess comprehensive knowledge of accounting concepts, practices, and procedures, as well as financial controls and financial information systems. Excellent oral and written communication skills are essential, along with demonstrated organizational and presentation skills. Project management skills are also crucial, as is the ability to influence, motivate, and negotiate effectively. Familiarity with state and federal laws impacting financial analysis and management controls is required, along with knowledge of Sarbanes-Oxley (SOX) and experience with automated financial reporting. A sound understanding of Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines is necessary, as well as strong organizational, supervisory, leadership, and managerial skills. The ability to provide strategic leadership and advice, collaborate with colleagues, and manage diverse teams is also important.

Educational Background:
A Bachelor's Degree or its international equivalent in Business Administration, Information Management, Finance, Accounting, Analytics, Operations, Marketing, or a related field is required. A full professional accounting certification such as CPA or ACCA is mandatory, and additional relevant training will be considered an advantage.

Experience:
Candidates should have a minimum of 5-8 years of related work experience, including at least 3 years in a management role and 3 years working at the corporate or organizational level. Experience with complex awards and contracts, as well as managing sub-awards, is preferred. Prior work experience in a non-governmental organization (NGO), an international organization, and with U.S. government funding is also advantageous.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Fluency in the host country language is also required as appropriate for the position.

This position is a career-level managerial role that operates under broad direction with considerable latitude for independent action. The Finance Manager will be responsible for motivating, mentoring, and managing individuals and groups from diverse backgrounds, ensuring high-quality and timely work delivery. The job typically requires a typical office environment, with the ability to spend long hours looking at a computer screen and performing repetitive tasks. The role may involve travel requirements of less than 10%.
