Job Overview:
The Laboratory and Diagnostics Specialist will play a crucial role in providing technical leadership and guidance for the Strengthening Infectious Disease Detection Systems (STRIDES) project in Uganda. This position involves leading the development, implementation, and monitoring of strategic initiatives aimed at enhancing laboratory systems and diagnostic capacities. The specialist will be responsible for addressing challenges related to laboratory capacity building and improving access to quality diagnostic testing. Collaboration with country-level teams, project management, technical providers, and stakeholders is essential to ensure effective technical assistance and high-quality laboratory services. The role also includes developing guidelines and policies for laboratory diagnostics, contributing to project work plans, and ensuring compliance with monitoring and evaluation systems.

Duties and Responsibilities:
The duties of the Laboratory and Diagnostics Specialist include providing overall technical leadership for laboratory and diagnostic services, coordinating with other technical areas to ensure synergy, and maintaining project protocols and training materials. The specialist will work closely with national and local counterparts to provide necessary technical assistance, lead the development of technical briefs and reports, and guide the implementation of laboratory strengthening activities. Responsibilities also encompass promoting new diagnostic technologies, aligning laboratory activities with project goals, monitoring project implementation, and building productive relationships with stakeholders. The specialist will oversee project timelines and budgets, prepare reports summarizing project results, and ensure compliance with quality standards and donor requirements. Additionally, the role involves mentoring project team members and conducting assessments of laboratory capacity.

Required Qualifications:
Candidates must possess in-depth knowledge of laboratory and diagnostic concepts, practices, and procedures. Experience in developing scopes of work for subcontractors and a broad understanding of quality assurance and biosafety standards are essential. Proficiency in database management software and online search tools is required, along with excellent organizational and analytical skills. Strong project management skills and the ability to communicate effectively with clients and partners are also necessary. The candidate should demonstrate sensitivity to cultural diversity and possess problem-solving abilities.

Educational Background:
A Master’s degree in microbiology or an equivalent international qualification in biological sciences within a medical laboratory discipline is required. A bachelor's degree in medical laboratory sciences with extensive relevant experience may also be considered.

Experience:
Typically, candidates should have at least 6 years of relevant experience in infectious disease diagnostics or laboratory systems strengthening. Prior experience with U.S. Government-funded projects and familiarity with USAID regulations is preferred. Extensive knowledge of laboratory practices, diagnostic techniques, and quality assurance systems is essential, along with experience in capacity-building activities such as training and mentoring laboratory personnel.

Languages:
Fluency in Spanish is mandatory, while proficiency in English is highly desirable. The ability to read, write, and speak both languages will enhance communication and collaboration within the project.

Additional Notes:
This position may require up to 40% local and regional travel. The role is full-time and may involve supervising junior-level staff.
