Job Overview: The Epidemiology and Surveillance Specialist will play a crucial role in providing technical support and managing staff involved in the Strengthening Infectious Disease Detection Systems (STRIDES) project in Uganda. This position requires the individual to work closely with various ministries, including Health, Agriculture, and Environment, to design and implement effective infectious disease detection and surveillance strategies. The specialist will lead efforts to enhance the quality and performance of epidemiological interventions, contribute to annual work planning, and develop guidelines and policies for strengthening surveillance activities. The role also involves evaluating program effectiveness, overseeing technical aspects, and providing comprehensive technical assessment reports to ensure the project's success.
Duties and Responsibilities: The duties of the Epidemiology and Surveillance Specialist include providing overall technical direction and guidance on epidemiological surveillance, supporting the design and implementation of surveillance activities, and preparing training materials for project staff and partners. The specialist will monitor project protocols, engage with national counterparts, develop technical briefs, and conduct analyses to identify areas for improvement. Additionally, the role involves coordinating with the global surveillance team, providing on-site technical assistance, and ensuring the effective management of health information systems. The specialist will also be responsible for project design and implementation, client and funder support, operations management, project reporting, and quality assurance, ensuring that all activities align with donor and regulatory requirements.
Required Qualifications: Candidates must possess in-depth knowledge of epidemiologic research and public health surveillance concepts, as well as experience in developing scopes of work for partners. Proficiency in database management software and online search tools is required, along with excellent organizational and analytical skills. The ability to communicate effectively and work collaboratively with diverse stakeholders is essential. Candidates should also demonstrate proficiency in Microsoft Office Suite and possess problem-solving skills to address complex issues that may arise during project implementation.
Educational Background: A Master’s degree or its international equivalent in epidemiology, public health, or a related health field is required for this position. Relevant training in epidemiology and surveillance, such as participation in Field Epidemiology Training Programs, is desirable. Candidates should have a strong foundation in health-related education that aligns with the functions of the role.
Experience: At least six years of combined national and international experience in epidemiology and public health programs focused on infectious disease control is required. Candidates should have prior experience with the WHO International Health Regulations and outbreak response, as well as knowledge of monitoring and evaluation systems in project implementation. Experience in training and mentoring staff, as well as working with government officials, particularly in health and agriculture ministries, is highly desirable.
Languages: Fluency in English is mandatory, while proficiency in Spanish is also required. Additional language skills may be beneficial but are not specified as mandatory.
