The Department of Human Resources (DHR) plays a crucial role in maintaining a capable workforce that aligns with the security priorities of participating States, overseeing human resources policies and services across the organization.

Job Overview:
The Talent Acquisition Assistant position is integral to the OSCE's recruitment efforts, focusing on sourcing, selecting, and deploying qualified candidates for both international and local posts. This role involves coordinating with various stakeholders, managing complex tasks, and providing guidance in recruitment matters. The assistant will support the Talent Acquisition Section in change management initiatives, policy development, compliance, and outreach activities. The position requires a proactive approach to recruitment, ensuring that the OSCE attracts and retains a diverse and skilled workforce. The assistant will report to the Chief of Talent Acquisition and work closely with Talent Acquisition Officers, contributing to the overall effectiveness of the recruitment process.

Duties and Responsibilities:
The Talent Acquisition Assistant will be responsible for a variety of tasks, including:
  • Supporting Policy and Procedure Development and Compliance: Assisting in the development and maintenance of recruitment policies and guidelines; coordinating change management initiatives; ensuring compliance with internal controls; providing training to HR staff on recruitment best practices.
  • Facilitating Talent Acquisition Support and Reporting: Administering and maintaining staff sourcing rosters; contributing to recruitment activity reports; analyzing recruitment data for trends and improvements; managing the talent acquisition help desk.
  • Assisting Stakeholder Management and Outreach: Communicating with internal stakeholders to align recruitment efforts; serving as a contact point for external stakeholders; assisting with outreach activities in professional networks.
  • Supporting Recruitment and Sourcing Efforts: Assisting in end-to-end recruitment processes, including drafting vacancy notices, screening applications, conducting assessments, and onboarding new hires. This role requires collaboration with hiring managers and a focus on attracting top talent for the OSCE.

Required Qualifications:
Candidates must have completed secondary education and possess specialized training in human resources, business administration, or a related field. A university degree may substitute for up to two years of experience. A minimum of 5 years of experience in human resources or administration with a focus on talent acquisition is required. Experience in project management and change management initiatives is an asset. Candidates should have advanced knowledge of computer applications, particularly Oracle-based systems, and familiarity with systems like Taleo and GenAI applications. Attention to detail and accuracy in handling data is essential, along with professional fluency in English and excellent communication skills. Knowledge of another OSCE official language is advantageous. Candidates should demonstrate gender awareness and the ability to work in a diverse team environment.

Educational Background:
The position requires completed secondary education, with specialized training in human resources or a related field. A university degree in a relevant area may be considered as a substitute for up to two years of working experience, which is necessary for eligibility. This educational background is crucial for understanding the complexities of human resources management and recruitment processes within the OSCE.

Experience:
Candidates should have a minimum of 5 years of relevant working experience in human resources or administration, specifically focusing on talent acquisition. Experience in project management and coordination of change management initiatives is considered beneficial. This level of experience ensures that the candidate is well-equipped to handle the responsibilities of the role and contribute effectively to the OSCE's recruitment efforts.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of another OSCE official language is considered an asset, enhancing the candidate's ability to engage with a diverse range of stakeholders and candidates.

Additional Notes:
The position is a fixed-term contract with a monthly remuneration of approximately EUR 4,670, subject to social security deductions. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments in exceptional cases. The OSCE does not reimburse expenses related to interviews, tests, or relocation, and appointments are subject to medical clearance. The mandatory retirement age is 65 years for contracted positions, and candidates should be aware that the OSCE does not request payment at any stage of the application process.
