Job Overview:
The Deputy Head of Mission (DHoM) will play a crucial role in overseeing and managing the implementation of the Programme Office in Bishkek (POiB) mandate, plans, and policies. This position requires a strong leader who can coordinate various departments and programs while ensuring that all project activities are executed effectively and evaluated in accordance with the POiB Mandate. The DHoM will be responsible for maintaining effective communication with external interlocutors, including host country authorities and international organization partners, and will serve as a focal point for high-level visits and initiatives. The role demands excellent judgment and tact in handling sensitive political matters, as well as the ability to work under pressure and within limited timeframes. The DHoM will also assist in coordinating activities with the host government, international organizations, and civil society, ensuring that all stakeholders are engaged and informed throughout the process.

Duties and Responsibilities:
The incumbent will oversee and manage the implementation of the POiB mandate, ensuring that all project activities are adequately monitored and reported. This includes supervising the implementation of project activities, overseeing extrabudgetary initiatives, and maintaining effective communication with external interlocutors. The DHoM will manage the day-to-day operations of the Office of the HoO, including Legal, Press and Public Relations, Project Coordination, and Political Units. Additionally, the DHoM will assist in preparing monthly activity reports for the OSCE participating States and provide input into strategic documents. The role also involves deputizing for the HoO in their absence and performing other duties as required to ensure the effective fulfillment of the POiB's mandate.

Required Qualifications:
Candidates must possess a second-level university degree in international studies, public policy, political science, project management, management, law, or related fields. A first-level university degree combined with two years of additional relevant experience may be accepted in lieu of the second-level university degree. Furthermore, candidates must demonstrate diplomatic experience or experience working in political affairs with international organizations or governments, as well as experience in preparing analytical reports. Excellent communication and drafting skills, knowledge of regional political history, and diplomatic and negotiation skills are essential for this position.

Educational Background:
The educational background required for this position includes a second-level university degree in relevant fields such as international studies, public policy, political science, project management, management, law, or related disciplines. Candidates with a first-level university degree may be considered if they have two additional years of relevant experience. This educational foundation is crucial for understanding the complexities of international relations and the political landscape in which the OSCE operates.

Experience:
A minimum of 10 years of relevant, diversified, and progressively responsible professional experience is required for this position. This experience must include at least 5 years at the management level relevant to the actual position. Candidates should have proven experience in project management, including development, implementation, monitoring, and evaluation, as well as demonstrated people management skills in a multicultural environment. Previous international work experience and/or experience in field offices, especially in Central Asia, is highly desirable.

Languages:
Professional fluency in English, both written and oral, is mandatory for this position. Additionally, professional fluency in Russian or Kyrgyz languages, both oral and written, is highly desirable. The ability to communicate effectively in multiple languages is essential for engaging with diverse stakeholders and facilitating collaboration among various parties involved in the OSCE's mission.

Additional Notes:
This position is classified as a Senior Management role and is offered on a fixed-term basis with a full-time schedule.
