Job Overview: The position of Consultant International Spécialiste en Infrastructures sanitaire is crucial for the development of an investment plan for health infrastructure and equipment in Burundi. The consultant will analyze the existing gaps in health infrastructure to understand the necessary investments required for operational capacity and availability of health services, particularly primary health care. Given the significant health challenges faced by Burundi, including a low universal health coverage index and high maternal mortality rates, this role is pivotal in ensuring equitable and quality health services. The consultant will be responsible for delivering comprehensive reports on the state of health infrastructure, conducting field assessments, and developing a standardized model of health infrastructure tailored to the Burundian context. This position requires a deep understanding of health systems and infrastructure planning, as well as the ability to engage with various stakeholders to prioritize investments effectively.
Duties and Responsibilities: The consultant will be tasked with several key deliverables, including:
Producing a report on the current state of primary health care infrastructure.
Conducting field assessments to identify infrastructure gaps.
Developing a standardized model of health infrastructure suitable for the Burundian context, from health posts to district hospitals.
Contributing to the costing of infrastructure in the investment plan for universal health coverage.
Proposing a standard infrastructure plan that considers the health pyramid levels.
Establishing a reference pricing model for health infrastructure.
Participating in validation workshops to finalize infrastructure priorities.
Prioritizing infrastructure investments based on effectiveness, efficiency, economy, ethics, and equity.
Estimating the costs of essential infrastructure needed for sustainable and equitable universal health coverage in Burundi. 1
Compiling reports from validation workshops.
Required Qualifications: The ideal candidate must possess a Master's degree in civil engineering. Additionally, they should have at least two certificates of successful completion of health infrastructure construction projects. Essential qualifications include a minimum of 10 years of relevant experience in architectural studies and health facility construction, excellent knowledge in infrastructure planning at various levels of the health pyramid, and experience in developing tender documents for health infrastructure construction. The candidate should also have a strong understanding of defining the size of health infrastructures according to the health pyramid levels.
Educational Background: Candidates must hold a Master's degree in civil engineering as a minimum educational qualification. Additional certifications related to health infrastructure projects are desirable and will enhance the candidate's profile.
Experience: Candidates should have a minimum of 10 years of relevant work experience in health infrastructure studies and construction. This experience should include a strong background in planning health facilities, developing tender documents, and defining infrastructure sizes according to health system levels. Proven experience in similar consultancy roles will be an advantage.
Languages: Fluency in French is essential, with expert-level communication skills required. Intermediate knowledge of English is desirable but not mandatory, as the primary working language will be French.
Additional Notes: The consultancy will last for thirty (30) days, and the consultant may be required to travel within Burundi during the contract period. The remuneration for this position is set at Band level B (High) P4, with a daily rate of USD 499 for working days. Travel and subsistence costs within Burundi will be covered by the organization.
