Job Overview: The consultant will play a crucial role in the successful development of a National ODS Banks Data Report, which is essential for the preparation of the National Inventory of Banks and National Plan in Saint Kitts and Nevis. This position requires the consultant to work closely with the National Ozone Unit (NOU) of Saint Kitts and Nevis and the OzonAction Montreal Protocol Programme Management Officers from the Caribbean Region. The consultant will be responsible for collecting national data, developing a comprehensive database of used or unwanted controlled substances, and preparing a detailed report that includes data analysis, stakeholder engagement, and recommendations for managing these substances. The consultant's work will directly contribute to the government's efforts to implement the Montreal Protocol and manage ozone-depleting substances effectively.
Duties and Responsibilities: The consultant will undertake a desk study on available data regarding banks of used and unwanted controlled substances from relevant institutions and stakeholders. They will develop a database that records each substance, including its name, quantity, location, and historical data trends for the past five years. This task will involve conducting stakeholder surveys, primary data collection, and on-site visits as necessary. Additionally, the consultant will collect data on controlled substances in installed equipment and develop a stakeholder database that outlines roles, responsibilities, and gender aspects, incorporating new stakeholders such as e-waste traders. The consultant will also identify data gaps and improvement opportunities related to the management of controlled substances, relevant institutions, and existing policies and regulations. They will identify laboratories capable of analyzing used or unwanted ODS and HFCs and assess the need for laboratory upgrades. Finally, the consultant will prepare both draft and final versions of the National ODS Banks Data Report, which will include comprehensive findings from their research, stakeholder engagement, and recommendations for future actions. They will also support the NOU in conducting national consultations and public outreach efforts to engage various target audiences, including key stakeholders and the general public.
Required Qualifications: Candidates must possess a recognized first-level degree (Bachelor’s) in a relevant field. Alternatively, a relevant diploma or certificate combined with two years of qualifying work experience in a related field may be accepted in lieu of a recognized degree. The position requires experience in national data collection within the Refrigeration Servicing Sector (RSS) and experience in writing and reviewing technical project documents. Strong communication skills in English are essential for effectively sharing knowledge and information with a diverse audience. Candidates should demonstrate an understanding of policy and technical issues related to ozone-depleting substances (ODSs) and hydrofluorocarbons (HFCs), as well as their alternatives and dependent technologies.
