Job Overview: The position of Assistant Logistique (Contractualisation) at WFP involves a range of responsibilities focused on the management of logistics contracts and ensuring compliance with organizational policies. The role requires active participation in drafting, reviewing, and managing logistics contracts with service providers, supporting the contractualization process, and ensuring adherence to local regulations and WFP policies. The Assistant will engage with various stakeholders, including national and regional authorities, to monitor market conditions and anticipate external factors that may influence logistics operations. This position is crucial for maintaining the integrity and efficiency of WFP's logistics operations, contributing to the overall mission of delivering humanitarian assistance effectively. The Assistant will also be involved in performance monitoring, reporting, and providing administrative support to the logistics team, ensuring that all logistical operations are conducted smoothly and efficiently.
Duties and Responsibilities:
Contract Management and Compliance: Participate in the drafting, reviewing, and management of logistics contracts with service providers. Support the contractualization process, including preparing requests for quotations (RfQs), organizing Logistics Coordination Committee (LCC) meetings, and updating contracts in the system. Ensure follow-up on contracts for renewals, amendments, and extensions for logistics and transport services. Assist client countries in planning and managing contractual aspects, including needs identification and budget estimation. Ensure compliance with WFP policies and local regulations, applying principles of fairness, transparency, and competitiveness.
Market Engagement and Stakeholder Interaction: Monitor the national and regional context to anticipate external factors influencing contractualization. Maintain a thorough understanding of the regulatory framework affecting the logistics sector. Regularly interact with port, customs, and rail authorities, professional unions, the private sector, and humanitarian partners. Contribute to market information collection and evaluation of logistics providers to support pre-selection processes.
Performance Monitoring and Reporting: Compile and present reports on logistics activities, performance indicators, and contract statuses. Participate in developing performance improvement plans for service providers. Update the database of providers and their evaluation reports. Collect and analyze operational data, contributing to reports (Risk Committee, SPRs, financial closure, physical inventory, etc.) and ensuring the accuracy of information in corporate systems.
Administrative and Operational Support: Provide administrative support to the Logistics Officer: planning meetings, managing calendars, organizing travel. Ensure proper interpretation of normative directives by operational teams and seek headquarters advice (RO/FSU) when necessary. Respond to technical and support requests following standard procedures. Contribute to the preparation, monitoring, and revision of the logistics budget. Collaborate with internal and external stakeholders for effective operations management. Maintain a structured archiving system for quick document retrieval.
Contingency Planning and Preparation: Participate in the Logistics Market Assessment and Logistics Capacity Assessment. Support logistical preparedness exercises and contingency planning activities.
Required Qualifications: The ideal candidate for the Assistant Logistique position should possess strong analytical skills, particularly in market analysis, contractualization, and operational execution. The candidate must demonstrate the ability to compile relevant data to support decision-making processes. Additionally, the candidate should have experience in monitoring service provider performance against key indicators and preparing contractual documents. Technical support experience for corporate systems is also desirable. The role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders.
Educational Background: A university degree is preferred in one of the following fields: logistics and transport, economics, international trade, commercial law, or business administration. This educational background will provide the necessary knowledge and skills to effectively manage logistics operations and contractual obligations within the WFP framework.
Experience: Candidates should have relevant experience in logistics, particularly in contract management and performance monitoring. Experience in preparing contractual documents and providing technical support to corporate systems is highly desirable. The role may require familiarity with the humanitarian sector and an understanding of the challenges faced in logistics operations in emergency contexts.
Languages: Proficiency in French is mandatory (level C). A good command of English is also required, with either a mastery (level C) or intermediate knowledge (level B) being acceptable.
