Job Overview: The Conflict Resolution Officer will play a crucial role in supporting the Ombudsperson program under the direct supervision of the Deputy Ombudsperson. This position involves providing technical support in a specific region, focusing on case management, research, and the preparation of statistics, reports, and presentations. The officer will oversee case management processes, assist with the intake and follow-up of cases, and compile statistics for regular reporting. Additionally, the role requires identifying systemic issues and recommending preventive actions to improve organizational climate and morale. The officer will also conduct outreach activities, implement training programs in conflict prevention and resolution, and provide substantive support on issues related to equity and fair treatment within the organization. This position is vital for fostering a respectful workplace environment and preventing conflicts from escalating, thereby enhancing staff productivity and morale.
Duties and Responsibilities:
Oversee case management and assist with the intake and follow-up of cases, including compiling statistics and preparing regular bi-monthly and annual reports.
Research and identify systemic issues to advise and recommend possible preventive actions to boost morale and improve the organizational climate.
Prepare reports on trends and activities by identifying patterns or problem areas in the organization’s policies and practices, recommending revisions or improvements.
Conduct research on topics related to the Ombudsperson function, including staff regulations, administrative instructions, and policies, and prepare draft policies and operational documents.
Conduct outreach activities, including preparing and editing texts, brochures, articles, presentations, handbooks, speeches, and other documents as requested.
Implement training programs in conflict prevention and resolution, aiming to create a trusting environment that minimizes conflict and promotes respect.
Provide substantive support on issues related to equity and fair treatment, ensuring equal participation of women and men in all areas of work.
Perform other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Behavioral Sciences, Conflict Resolution, Law, Social Sciences, Human Resources, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Ombuds Certification is desirable. Accredited Universities are those listed in the UNESCO World Higher Education Database.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Behavioral Sciences, Conflict Resolution, Law, Social Sciences, or Human Resources from an accredited academic institution. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify. The educational qualifications must be from institutions recognized by the UNESCO World Higher Education Database, ensuring that the candidates have received a quality education that meets international standards.
Experience: Candidates should have substantial experience in professional conflict management practices, including mediation, ombuds, and conflict prevention in workplace settings. Experience in case management from intake to closure is essential, as well as familiarity with working in multi-cultural settings and regional contexts. The ideal candidate will have experience in providing information about policies and rules, building trust, conducting outreach, and assisting staff in evaluating options for conflict resolution. This role requires a demonstrated ability to work effectively with individuals in conflict situations and to help them navigate their concerns.
Languages: IOM’s official languages are English, French, and Spanish. For this position, fluency in both English and French is required, both orally and in writing. A working knowledge of another official UN language, such as Arabic, Chinese, Russian, or Spanish, is considered an advantage. The proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements necessary for effective communication in this role.
Additional Notes: This position is classified as a Special Short-term ungraded contract, with an initial duration of 6 months, extendable up to 9 months. The role is categorized as a professional vacancy and is open to both internal and external candidates. Internationally recruited professional staff are required to be mobile, and candidates who are nationals of the duty station's country without prior experience outside their country cannot be considered eligible.
