Job Overview: The Palestine Emergency MEAL Manager will play a crucial role in ensuring the effective implementation of Monitoring, Evaluation, Accountability, and Information Management (MEAL) systems for projects in the Gaza Strip and West Bank. This position reports directly to the Technical Head of Programme (THOP) and oversees the MEAL team, which includes a Senior MEAL officer, MEAL officer, and Information Management (IM) officers. The manager will be responsible for developing a relevant and efficient MEAL system that is context-appropriate and practical for field teams, ensuring data quality, reliability, and transparency. The role also involves adapting MEAL tools and approaches to emergency contexts, raising awareness, and training program and MEAL teams on key emergency MEAL practices. The manager will produce accurate and timely MEAL reports to support accountability towards donors and partners, as well as enhance advocacy with evidence-based data. Additionally, the manager will implement a structured capacity-building plan for the MEAL team, ensuring effective coordination with operations teams and drafting an operational action plan based on the MEAL strategy.
Duties and Responsibilities: The Palestine Emergency MEAL Manager will be responsible for a comprehensive set of duties, including:
Developing a relevant, efficient, and accessible MEAL system tailored to the needs of the emergency context.
Designing and strengthening a monitoring, evaluation, accountability, and learning framework that is practical for field teams and ensures data quality.
Conducting a systematic review of project indicators to standardize calculation methods, data sources, and collection frequencies.
Adapting MEAL tools and approaches to suit emergency situations where needs change rapidly.
Raising awareness and training program and MEAL teams on emergency MEAL practices, including rapid assessments and feedback mechanisms.
Producing accurate and timely MEAL reports to support accountability and advocacy efforts.
Implementing a structured capacity-building plan for the MEAL team, focusing on technical training and ongoing support.
Establishing strong communication and collaboration mechanisms between MEAL and operations teams.
Drafting an operational action plan based on the MEAL strategy with clear responsibilities and timelines for monitoring progress.
Required Qualifications: Candidates must possess at least 3 years of experience in humanitarian work, particularly in complex crisis project management or MEAL. They should have held management positions previously and have practical experience in facilitating and designing training programs. Proficiency in Information Systems and IT fundamentals is essential, along with practical experience in using MS Office tools. Fluency in English is mandatory, and candidates should demonstrate strong communication and interpersonal skills to effectively collaborate with diverse teams and stakeholders.

The international contract includes social coverage tailored to the candidate's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2,757 € gross per month, depending on experience, with additional per diem allowances while in the field. Hardship allowances are provided based on the location of the assignment, with shared accommodation arranged by HI. The position is unaccompanied, and candidates residing in the country will receive a local package.
